Handwara Oct 31: Handwara Police today observed National Unity Day (Rashtriya Ekta Diwas) across the PD. The main function was held at DPL Handwara where Superintendent of Police Handwara Shri Sandeep Gupta-IPS took the salute of the parade and administered oath to the police officers and Jawans. Different contingents of Executive/Armed Police and CAPF took part in a colourful march past.

Srinagar, Oct 31: The National Investigation Agency (NIA) Saturday arrested two more accused persons involved in militant acts in the erstwhile state.

According to the news agency the two people arrested include Ishfaq Ahmed Wani, resident of Srinagar and Umar Bhat resident of Sopore.

“The case relates to conspiracy for undertaking violent militant acts in J&K and other major cities by cadres of Laskhar-e-Taiba (LeT), Jaish-e-Mohammed (JeM), Hizb-ul-Mujahideen (HM), Al Badr and their affiliates such as the Resistance Front (TRF), and People Against Fascist Forces (PAFF),” an official statement of NIA reads.

NIA had registered the case as RC 29/2021/NIA/DLI) dated 10 October 2021 and initiated the investigation.

“Till now 25 accused persons have been arrested in this case by NIA.,” it said.

NIA said that the preliminary investigation has revealed that arrested accused persons are militant associates/OGWs of various proscribed terrorist organisations and have been providing logistical and material support to the ultras.

Srinagar, Oct 31: A 50-year-old man was crushed to death by a moving train in Manchowa insha central Kashmir’s Budgam district on Sunday morning, officials said.

They told that one Yaseen Ahmad Wani, 50, from Baghi Mehtab in Srinagar was busy on his mobile phone when a moving train bearing registration number number 04614 on way from Budgam to Srinagar hit and crushed him to death.

The mortal remains of deceased were later on handed over to the family for last rites, they further said.Gns

JAMMU: Special Judge Anticorruption Srinagar rejected the bail plea of Mohammad Yaqoob Bhat Senior Assistant (SA) in Advocate General’s Office who was arrested by the Crime Branch in alleged fake recruitment scam.

The FIR has been registered after receipt of a communication from Z. A. Dewani, (Administrative Officer, Office of the Advocate General, J&K) alleging therein that fake orders bearing No’s 76 AG of 2021 and 79 AG of 2021 dated 13.07.2021 are being circulated on social media showing the selection of 33 persons as Jr. Assistants and other 33 persons as Orderlies, though no such orders have been issued by the office of the Advocate General, J&K.

Accordingly an enquiry was initiated at Crime Branch Kashmir and during the probe, it came to fore that some touts have conspired with Mohammad Yaqoob Bhat, (Sr. Assistant) posted in the office of the Learned Advocate General, J&K who have lured the candidates on the fake promise of providing jobs. “During probe it also surfaced that some beneficiaries have transferred huge amount of money in the account maintained in the name of Mohammad Yaqoob Bhat.

Special Judge Anticorruption Srinagar C. L Bavoria after hearing both the sides observed that it reveals from the police report that two fake recruitment orders bearing No. 76-G of 2021 & 79-AG of 2021 dated 13.07.2021 purportedly issued by the office of Advocate General, have been uploaded on social media regarding direct recruitment quota of 66 candidates as Jr. Assistant and orderlies. These candidates have credited a huge amount into the account No. SB-360 of accused to get recruited against these posts and had sent their testimonials on whats app number 9697000121 of accused. The petitioner/accused in capacity of Sr. Assistant Administrative Section Advocate General Office, Srinagar has abused his official position, hatched criminal conspiracy along with other officials alleged to have lured gullible candidates to pay illegal gratification into his account on the pretext of providing them government jobs and the C.D. File confirms the police report and it further reflects from its perusal that in the investigation the account statement w.e.f 01.12.2020 to 05.04.2021 operation in the name of Mst. Ruqiya Bano, watch & Ward women’s AG’s office Srinagar has been perused and it transpires that a huge amount has been credited into her account by various candidates and subsequently transferred the amount to Account no.

SB-360 of accused Mohammad Yaqoob Bhat on number of dates. Besides the statement of some candidates have been recorded in the investigation which also reveals that the candidates have paid an amount of Rs. 3 to 4 lacs each into the account on the pretext to get jobs in the office of the Advocate General, J&K Srinagar through the said fake orders. The investigation of the case is at infancy and the involvement of the other official and individual is being looked into.

Court further observed that the allegations against the petitioner as laid above are serious in nature. The offence involved in the case is of socio-economic offence. The accused ex-facie appears to have abusing his position as public servant lured gullible candidates to pay illegal gratification into his account on the pretext of providing them government jobs. From the evidence collected in the investigation till date has revealed that the various transaction of money transferred have been made into the salary account no. SB-360 of the accused petitioner namely Mohammad Yaqoob Bhat from various accounts from time to time in the period December 2020 to April 2021 and out of the huge amount involved, an amount to the tune of Rs.33 lacs has been substantiated so far in the investigation.

While rejecting the bail application, Court observed that it is not right stage to grant bail in favour of the petitioner as the investigation in the case is still in its infancy, the other accused who conspired with the petitioner to defraud the innocent candidates are still at large and the investigation qua the role played by other officials who were part of the criminal conspiracy with the petitioner is going on. The concession of bail in favour of petitioner at this stage shall undoubtedly prejudice and obstruct the further course of investigation as material witnesses being influenced with, and in the circumstances the possibility of the petitioner tampering with the evidence and hampering the investigation cannot be ruled out if he is released on bail.

Petrol, Diesel Prices Rise After Fifth Consecutive Hike

New Delhi, Oct 31: Petrol and diesel prices increased for the fifth consecutive day on Sunday to touch record high levels across the country.

With a hike of 35 paise a litre, the price of petrol in Delhi rose to its highest-ever level of Rs 109.34 a litre. The price of diesel also saw a hike by 35 paise and took the fuel’s rate to Rs 98.07 per litre in the national capital.

Mumbai also reported a surge in fuel prices as compared to yesterday. The petrol in retail cost stands at Rs 115.51 per litre whereas diesel costs Rs 106.23 per litre today in Mumbai.

As for Kolkata, the price of petrol is Rs 109. 79 per litre, while diesel is Rs 101.19 per litre. In Chennai, petrol and diesel cost Rs 106.04 and Rs 102.25 per litre respectively.

Petrol and diesel prices differ from state to state depending on the incidence of value-added tax.

Meanwhile, the Central government is in talks with several oil-exporting countries on the issue of supply and demand of oils but there is no possibility of immediate relief in prices.

Earlier, a source said that the Ministry of Petroleum and Natural Gas recently raised concerns about the matter of pricing, supply and demand of oils to the major oil-producing countries.

“As crude oil prices rise internationally, the petroleum ministry has called on the energy ministries of many countries such as Saudi Arabia, Kuwait, UAE, Russia and others,” said the source. (Agencies)

Srinagar, 31 October: Social Activist and the president of the NGO Helping Hands Care Foundation J &K, Nasir Hussain said that Around ninety percent of commuters use public transport in Srinagar to reach their respective destinations on daily basis.

Nasir Hussain said,most of the public transport goes off the roads in evening. He said we are unable to find a cab after 5 pm even from City centre area to Harwan.Large number of commuters can be seen daily waiting for passenger buses and Cabs near Kashmir Hatt, Lal Chowk, Jehangir Chowk, Dalgate and its adjacent areas.

Most of them, including elderly persons, can be seen waiting for passenger transport in evenings.

Nasir Hussain said “The cab operators due to their own convenience don’t go beyond Shalimar in evening.this is despite them being the part of Harwan Cab service. Sumos ferrying passengers on Harwan route change or shorten their destinations after 3 pm.

“Suppose, a sumo ferries passengers from Lal Chowk to Harwan. But after 5 pm, the same sumo refuses to cover this destination and will ferry passengers from Lal Chowk to shalimar only. It leaves passengers of Harwan area fuming and helpless,” Nasir added.

“The unreliability of public transport raises question over the functioning of concerned authorities,” said Nasir Hussain.

“Harwan residants particularly woman and patients are abandoned by the public transport and cab services in these times during evening,we even tried to reach out to these operators but nothing has been done,” Nasir added.

“Nasir Hussain said this issue is affecting the education of the students have to hitchhike in the evening due to lack of transportation. Students are studying in various coaching centres located in srinagar city areas. Every student has to spend Rs 90 per day on average for travelling in Sumo, to and fro. The bus fare would only be just Rs 30 to 40 per day on average if mini-buses are available on our route,” Nasir Hussain said.

“Everyone cannot afford a private vehicle.It is the responsibility of administration to ensure that public transport is available on roads,”said Nasir Hussain.

Nasir Hussain also appealed divisional administration to look into the matter on priority.

Srinagar, Oct 31: Minimum temperatures dropped across Jammu and Kashmir and Ladakh on Sunday, and the Drass town in the Ladakh region froze at minus 13.4 degrees Celsius.

Weather office said minimum temperatures dropped across J&K and Ladakh UTs as a weak Western Disturbance (WD) was likely to affect the two UTs from Sunday afternoon till November 2.

“We are expecting a further drop in minimum temperatures in the coming days.

“A weak WD is going to affect J&K and Ladakh from today afternoon till November 2. Another WD is likely to affect the two regions on November 4.

“There is a likelihood of an overall drop in temperatures during the coming days”, an official of the local MeT department said.

Srinagar had 2.6, Pahalgam minus 3.2 and Gulmarg zero as the minimum temperature.

Leh in Ladakh region had minus 5.2 and Kargil minus 4.4 as the minimum temperature.

Jammu had 13.1, Katra 12.6, Batote 8.1, Banihal 8.0 and Bhaderwah 4.3 as the night’s lowest temperature.(IANS)

Poonch, Oct 31: Authorities on Sunday allowed traffic after 20 days on Bhimber- Jaranwali Gali on Poonch highway, the thoroughfare overlooking the forest area where one of the longest anti-militancy operations in the recent past is ongoing.

SDPO Mendhar Z A Jaffri told that besides allowing traffic through the highway, the farmers have also been allowed to carry their routines. “In case the farmers found any suspicious movement, they can inform the police,” he said.

The thoroughfare, referred to as National Highway 144-A, was closed between Bhimber Gali and Jarran Wali Gali stretch and the entire traffic was diverted through single lane road via Mendhar.

Officials had said that this step was taken as the encounter site was hardly a few hundred meters from the highway.

The operation at Bhatti Durian in Mendhar, along with Surankote forest in Poonch and Thanamandi in Rajouri continued entered 20th day. On October 11 and 14, militants attacked army, killing nine soldiers including two Junior Commissioned Officers (JCOs). One militant, taken out from jail and taken to the place of encounter site was also killed.

New Delhi, Oct 29: The Delhi Assembly’s Peace and Harmony committee has asked Facebook India to send a senior representative to depose before it on November 2 over the February 2020 riots in north east Delhi, according to an official statement said.

Since Facebook has lakhs of users in Delhi, summonses have been issued in accordance with the mandate of the Supreme Court judgment on July 8, 2021, the statement said.

The court has held that the committee has the power to direct members and non-members to appear before it and depose on oath, it said.

The committee wants to discuss the “important role of social media in curbing the spread of false and malicious messages” which can fan disharmony and affect peace, it said.

At least 53 people had died and hundreds were injured in clashes between supporters of the Citizenship Amendment Act and those opposing it between February 23 and February 26, 2020, in North East Delhi. The majority of the victims were Muslim.—(PTI)

Srinagar, Oct 29, Scores of employees who have been directed to start work from Jammu Secretariat have shown resentment and are in a dilemma what to do and how to accommodate themselves in Jammu.

Government recently asked over 100 employees to start work from Jammu. Besides the official order, there are reports that some heads of the Departments are asking employees to report in Jammu without issuing any formal orders.

A number of employees told news agency Kashmir News Trust that without issuing any formal orders, their bosses are directing them to report at Jammu. “We don’t know whether we will get any TA, HRA or DA and plus we don’t have any accommodation in Jammu and employees were forced to leave their government accommodations after Darbar Move practice was cancelled,” they said.

The employees who have been directed to start work from Jammu Civil Secretariat are from Civil Aviation Department, Cultural Department, Disaster Management, Forest, Ecology and Environment, Finance, GAD, Horticulture, Housing and Urban Development Department, Home Department, Higher Education, PHE, Law, Justice and Parliamentary Affairs, School Education, Transport, Tribal Affairs, PWD, Planning Development and Monitoring Department, Revenue, Animal Sheep Husbandry, ARI and Trainings Department, Food, Civil Supplies and Consumer Affairs, Cooperative, Department of Mining, Estates, Floriculture, Parks and Gardens, Health and Medical Education, Hospitality and Protocol Department, Industries and Commerce, Information and Technology Department, Labour and Employment, Power Development Department, Rural Development and Panchayati Raj, Social Welfare, Skill Development, Department of Tourism and Youth Service and Sports.

The Jammu and Kashmir Government in June this year cancelled residential accommodations of government officials as part of ending the age-old practice of ‘darbar move’.

Employees allege that they are being asked to leave for Jammu without any assurance that they will get House Rent Allowance and travelling expenses. “Our Boss told us to leave for Jammu and work from there. Neither any written order has been issued in this regard nor we have been intimated about the perquisites we will be entitled for,” they said wishing anonymity.

The aggrieved employees sought intervention of LG Manoj Sinha and appealed him to come up with a clear policy in this regard and stop heads of departments for forcing employees to leave for Jammu without any formal orders. (KNT)

Uri (Baramulla), Oct 29 Police authorities on Friday said to have recovered a semi-decomposed human body along Hajipeer Nallah in Uri in north Kashmir’s Baramulla district.

A police official told that a body was spotted by locals near Hajipeer Nallah, falling between Uri and Lagama town. “Soon after being informed, a joint team of police and medical authorities reached the spot to recover the body from the site”, the official said.

“The body is in a semi-decomposed state and couldn’t be immediately identified, the official said, adding it (body) is being taken to SDH Uri for DNA profiling.”

The family said that their son, who has been arrested for allegedly celebrating Pakistan team’s win over India in World T20 cup, is studying in Agra college.

“We belong to a poor family and the government has helped our ward to study in outside college,” the family said.

Hafeeza, mother of Showkat appealed the government to forgive her son if he has committed any mistake. “My son is my only hope and I can’t see him behind the bars,” she said.

She appealed Lieutenant Governor Manoj Sinha to personally intervene and ensure immediate release of her son on humanitarian grounds.

No Board Exams For 8th, 9th Standard Students: Government, T2 Exams Of 8th, 9th Standard To Be Conducted At School Level For Current Session

Srinagar, Oct 29: The government has said that term-end board examinations of 8th and 9th standard shall be conducted at school level for the current session in face-to-face offline mode.

Director of School Education Kashmir (DSEK), Tassaduq Hussain Mir said that the examination for these classes would be conducted by the concerned schools and they shall follow the same pattern of preious academic years to assess the students accordingly.

In an official communiqué of DSEK said, “DSEK received a communication last year from Director State Council of Education Research and Training (SCERT) wherein it was stated that the T2 examination of Class 8th and 9th shall be conducted at school level for the session in face-to-face offline mode with all COVID-19 SOPs in place as per the discussion held with administrative Secretary of School Education Department.”

It further states that the concerned schools shall set the question papers and the sample papers shall be prepared by Educational Research Survey and Assessment (ERSA) wing of SCERT or Curriculum Material Development and Evaluation (CMDE) wings of District Institute of Education and Trainings (DIET) as per the assessment scheme in vogue with a 40 percent choice to the students, keeping in view the psyche or mental anxiety and prevailing COVID-19 pandemic.

The director said, “The concerned schools will follow the same pattern and will assess the students accordingly.”

The examinations shall be conducted by Director of School Education through the concerned directorates by strictly following COVID-19 SOPs issued by Government from time to time.

“The evaluation shall be done at complex head level and result compilation at DIET and the concerned DIETs shall issue the achievement cards for the class, students depicting their result,” it reads.

No Further Extension For Delimitation Commission, Process To Be Completed By March 06 Next Year, ‘Elections Most Likely To Be Held Before August 2022

Srinagar, Oct 27: The Central government has informed that there will be no further extension in delimitation commission’s tenure and the process will be completed by March 06, 2022, sources informed on Wednesday.

Authoritive sources told that March 06, 2022 will be the deadline for the completion of delimitation process in Jammu and Kashmir.

Notably, the Delimitation panel was set up in 2020 to redraw electoral constituencies of Jammu and Kashmir.

Earlier, on March 04, 2021, the delimitation commision was already given an extension of one year which was earlier ending on March 05, 2021.

The extension was given on the basis of not being able to hold meetings with the representatives of National Conference which has three representatives in the panel.

Three NC MP’s Farooq Abdullah, Hasnain Masoodi and Akbar Lone who were the associate members of the commission did not attended the meeting by saying that the exercise is “unconstitutional”.

The NC members had dissociated themselves from the delimitation commission and had challenged the Jammu and Kashmir Reorganization Act in the Supreme court and also due to COVID-19 pandemic the delimitation process was halted in 2021.

Following which the panel was given an extension till March 06, 2022 in order to complete the process of delimitation.

Meanwhile, from July 04 to July 09, the delimitation commission met several leaders of national and regional political parties, administrators and civil society groups in Jammu and Kashmir.

The commission also met leaders from the People’s Conference, National Conference, CPI, CPI (M), Panthers Party, Congress, BJP, Apni Party and Bahujan Samaj Party.

Sources said that the purpose of these interactions was to gather first hand information about the conduct of the mega exercise to carve out new constituencies in Jammu and Kashmir.

They said that elections will most likely be held before August 2022 in Jammu and Kashmir.

They also said that there will be no further extension to the delimitation commission.

“Keeping in view the political aspirations of the people of J&K, the Central government has decided to conduct delimitation for holding the election process at an earliest,” they said.

Notably, Home Minister Amit Shah during his three-day visit to J&K also g-ave a hint about the delimitation process and stated that the process will be followed by elections and then restoration of statehood.

Sources said that amid speculations about the reasons of not holding elections in Jammu and Kashmir by the centre, the government has decided to complete the process as soon as possible.

According to Jammu and Kashmir Reorganisation Act, the number of seats in the union territory’s assembly will be increased from 107 to 114. Out of these, 24 seats are for Pakistan-occupied Kashmir. Thus, the number of assembly seats for which elections will be held will go up from 83 to 90.

Notably, The delimitation panel is chaired by Retired justice Ranjana Prakash Desai along with Chief Election Commissioner Sushil Chandra, State Election Commissioner KK Sharma.

90 assembly seats are to be delimited through the process of delimitation. Seven seats were added during the reorganisation of Jammu, Kashmir and Ladakh into two union territories.

Jaipur, Oct 27: A Rajasthan school teacher who uploaded her WhatsApp status celebrating the victory of Pakistan in the T20 World Cup was arrested by the police in Udaipur on Wednesday.

Ambamata police have also seized the mobile of school teacher Nafeesa Ataari and started investigations in the matter.

Nafeesa has been sent to jail after her medical test.

A school teacher in Neerja Modi Private School, she had put the status ‘We Won’ celebrating the victory of Pakistan.

Her post soon went viral and she was criticised for her act.

At the same time, ABVP workers went to Neerja Modi School, hoisted the Tricolour and sang the national anthem.

Soon after the school management terminated her services.

A parent filed a complaint against her based on which Ambamata police arrested Nefeesa.

As per Dalpat Singh, SHO, Ambamata police station in Udaipur, “Based on a complaint filed in the police station, the school teacher has been arrested under section 153 B of the IPC, her mobile has been seized and further investigations are on.”—(IANS)

Jammu, Oct 27: Two rape accused, who had been absconding since 2002, were arrested in Jammu and Kashmir on Wednesday, police said.

Based on specific information, a police team led by Senior Superintendent of Police (SSP) Shailender Singh arrested Abdul Rashid and Makhna from Miyan Khariyan area in Mahore tehsil for allegedly raping a woman in Reasi district 19 years ago.

They had been evading arrest since 2002, the police said.

The duo was booked on charges of kidnapping a woman and repeatedly raping her in 2002.

At least 100 absconding accused and convicts have been arrested in the last six months, the police added.—(PTI)

They have been identified as Sahil Ahmed Jogi son of Manzoor Ahmed Jogi resident of Mattan Anantnag, Mohd Iqbal Bhat son of Ab Salam Bhat resident of Wahab Sahab, Manzoor Ahmad Sheikh son of Ab Gani Sheikh and Ajaz Ahmed Sheikh son of Ab Rehman Sheikh both residents of Shar Shali. During checking, officers were able to recover 11kgs of contrabands substances (5kgs Poppy Straw and 6kgs Cannabis) from their possession. They have been arrested and shifted to police station where they remain in custody. Vehicle used in the commission of crime has also been seized.

Accordingly, a case vide FIR No. 76/2021 under relevant sections of law stands registered at Police Station Khrew and further investigation is in progress.

ISLAMABAD: Pakistan said Wednesday that Saudi Arabia will deposit $3 billion into its central bank to help bolster the cash-strapped fellow Islamic nation’s shrinking foreign reserves.

Shaukat Tarin, Pakistan’s top finance ministry official, also said on Twitter that Saudi Arabia will additionally supply 1.2 billion worth of oil to Pakistan on credit.The latest development comes two days after Prime Minister Imran Khan returned from a visit to Saudi Arabia.

Pakistan’s economy is currently under pressure because of an increase of oil prices in the international market. Khan has repeatedly increased oil prices at home, drawing criticism from his countrymen.

Saudi Arabia is a close Pakistani ally and a leading supplier of oil to Islamabad.

New Delhi, Oct 27: The Centre Wednesday informed the Delhi High Court that it has filed a plea before the Supreme Court seeking the transfer of PDP leader Mehbooba’s Mufti’s petition which challenges the Constitutional validity of a provision of the Prevention of Money Laundering Act (PMLA).

The counsel representing the Centre told a bench of Chief Justice D N Patel and Justice Jyoti Singh that the transfer petition is likely to come up for hearing before the apex court within a week — on October 29.

The high court listed the matter for further hearing on December 23.

The Centre had earlier told the court that several petitions concerning various provisions and scheme of PMLA are pending in the Supreme Court and the matter has been assigned to a special bench and parties have exchanged certain queries, one of which is directly in question here.

The Centre had said it intended to move a transfer petition so that the matters can be done together.

It had said that the questions before the Supreme Court included issues concerning the commencement of investigation under PMLA.

Former J&K Chief Minister Mufti, in her plea filed in March, has sought to declare Section 50 of the PMLA as void and inoperative, being unfairly discriminatory, bereft of safeguards, and violative of Article 20(3) of the Constitution.

Section 50 of the Act empowers the authority, that is, officers of ED, to summon any person to give evidence or produce records. All persons summoned are bound to answer the questions put to them and to produce the documents as required by the ED officers, failing which they can be penalized under the Act.

She has also challenged issuance of summons to her by the ED in a money laundering case and sought a stay which was refused by the court earlier.

The 61-year-old leader, who was released last year after more than a year in detention following the scrapping of Jammu and Kashmir’s special status, was served notice to appear at the ED headquarters in the national capital.

Initially, the ED had summoned Mufti for March 15 but it did not insist for her personal appearance at that time. Thereafter, she was summoned for March 22.

Mufti, in her petition, said she has received summons from the ED under the provisions of the PMLA, purporting to call for ‘evidence’ on pain of punishment, whereas she is, to all intents and purposes, a subject of investigation.

“She has not been informed if she is being summoned as an accused or as a witness. She has also not been informed of what she is being summoned in connection with and the scheduled offence under the PMLA which gave rise to the proceedings in respect of which impugned summons has been issued to her. The petitioner is not the subject of investigation, nor is she an accused, in any of the scheduled offences to the best of her knowledge,” the plea said.

It claimed that ever since Mufti was released from the preventive detention following the formal abrogation of Article 370 of the Constitution, there have been a series of hostile acts by the State, against her, acquaintances and old family friends, who have all been summoned by the ED and a roving inquiry about her personal, political and financial affairs was made, in the course of which their personal devices have been seized.

Earlier, Solicitor General Tushar Mehta and advocate Amit Mahajan, representing the ED, had said there was no need to issue a formal notice to them as they are already appearing before the court and said they will file a short note on the issue of question of law.—(PTI)

“Settling scores and playing politics should not be done at the expense of the future of these young students and the rulers of the day should immediately withdraw the cases against these students and others concerned,” the statement reads.

APHC hoped that better sense will prevail in this matter, and the concerned authorities will rise above and not give in to the pettiness of revenge.

Jammu, Oct 27: Two villagers, who were reported missing from the upper reaches of Rajouri during snowfall last week, were traced in a village in Shopian district of Jammu and Kashmir on Wednesday, police has said.

Javed Shah of Targain and his relative Khadam Shah of Hasote-Chassana were reported missing on October 24 during a trip to Kashmir they carried out on foot with their sheep and goat, a police officer said.

The families of the two men lodged a complaint after they lost contact with them due to snowfall in the high altitude areas.

When Budhal Police station in Rajouri district got the information, it rushed a police party to the upper reaches of snow-bound mountains for a search and rescue operation, the officer said.

The army also joined the search party along with a team from Jammu’s Reasi district.

The men were located at Mony Mahal area of south Kashmir’s Shopian district, the officer said.

Senior Superintendent of Police, Rajouri, Sheema Nabi Qasba, meanwhile, appealed to the people not to venture in snow-bound areas and only use tracks which are safe in winter season.—(PTI)

Shopian, Oct 27: Employees posted at Zainapora Block of South Kashmir’s Shopian district are without salaries from past 4 months.

The employees held a protest urging authorities to give disbursing powers to Block Development Officer who according to protesting employees is ornamental head of the Block.

After remaining headless for over a month, Zainapora Block got a new BDO for a day. After assuming charge, the new BDO was transferred on the very next day much disappointment to the people.

Few months ago Block Development Officer for Block Zainapora-Tariq Ahmed Paddar was transferred. The Block remained headless for over a month. After over a month, a new BDO Tariq Ahmed Malik was posted but to their utter shock, he was transferred the very next day.

The protesting employees told that on the directions of DC Shopian a BDO Shoib Aslam was posted in the Block but Treasury doesn’t own him on the grounds that government has not posted him formally.

“The incumbent BDO is toothless who lacks disbursing power. We are without salaries from past 5 months. The dejected BDO recently left the Block and returned back after a month. Not only employees are suffering but common people have stopped now visiting the Block as no work gets done,” they said.

“We don’t understand the policies of the Rural and Development Department. Scores of Blocks including our Block are headless. People and employees in absence of any authority face hardships,” the protesting employees said.

When contacted, Director Rural and Development Department Tariq Ahmed Zargar told that Treasury was not honouring the signatures of incumbent BDO as he has been given additional charge by concerned Deputy Commissioner. “After coming into my notice, I have settled this issue and directed Treasury to accept and honour the signatures of Zainapora Block BDO,” he said adding that salaries of employees will be released shortly. India Reports 13,451 New COVID-19 Cases, 585 Deaths, Tally Over 3.42 Cr

New Delhi, Oct 27: India logged 13,451 new coronavirus infections, taking the total tally of COVID-19 cases to 3,42,15,653, while the active cases declined to 1,62,661, the lowest in 242 days, according to the Union Health Ministry data updated on Wednesday.

The death toll climbed to 4,55,653 with 585 fresh fatalities, according to the data updated at 8 am.

The daily rise in new coronavirus infections has been below 30,000 for 33 straight days and less than 50,000 daily new cases have been reported for 122 consecutive days now.

The active cases comprise 0.48 per cent of the total infections, the lowest since March 2020, while the national COVID-19 recovery rate was recorded at 98.19 per cent, the highest since March 2020, the ministry said.

A decrease of 1,155 cases has been recorded in the active COVID-19 caseload in a span of 24 hours.

India’s COVID-19 tally had crossed the 20-lakh mark on August 7, 2020, 30 lakh on August 23, 40 lakh on September 5 and 50 lakh on September 16. It went past 60 lakh on September 28, 70 lakh on October 11, crossed 80 lakh on October 29, 90 lakh on November 20 and surpassed the one-crore mark on December 19.

India crossed the grim milestone of two crore on May 4 and three crore on June 23.

Srinagar, Oct 25, The Jammu and Kashmir Students Association on Monday condemned the attack on over a dozen Kashmiri students by students from Bihar, Uttar Pradesh and Haryana in Sanguru Punjab and Kharar Mohali after the India-Pakistan match, said a press release from the Association.

In a statement, spokesperson of the Association Nasir Khuehami urged Punjab Chief Minister Charanjit Singh Channi to take action against the accused and provide security to Kashmiri students studying and working in Punjab state.

He said students were mercilessly thrashed and punched on their faces. They were beaten to pulp by other state students who barged in their rooms, thrashed them, vandalized their rooms and damaged belongings.

The spokesperson said that these incidents have increased the sense of insecurity and anxiety among Kashmiri students as well as among their parents and relatives in Kashmir.

He called upon the state and the Jammu and Kashmir government to take effective measures to prevent such happenings and address the waning sense of security among the Kashmiri students and workers living in India.

The association has taken up the matter with Jammu and Kashmir Lieutenant Governor Manoj Sinha, after which a senior police official from J&K spoke to DGP Punjab. They said they have taken full measures to protect all students from Kashmir and also take steps to see that the relationship between Kashmiri students and others remains cordial, he added.

He said that Association has been continuously requesting students to stay away from crowded gatherings and enjoy the game in silence. The Punjab incident is deplorable and could have been avoided by just keeping emotions in check. Sportsmanship is what Virat Kohli taught us in yesterday’s game.

National General Secretary of the Association Younus Rashid said that Association demands probe and immediate arrest of all those involved in the assault on Kashmiri students and ensure adequate arrangements for the safety, security of the students.

The attack on Kashmiri students is a worrying factor for the students, youth who are working in different parts of India and parents. “We demand punishment and arrest for the elements involved in beating and harassing the Kashmiri students,” he said.

He said all Kashmiri students pursuing studies outside in Indian states should please be patient and keep calm and control emotions. They should remain calm and save their careers, instead of getting provoked. Students should avoid debates and not involve themselves in the mess. Their life, career and wellbeing are more important than any game and they should not give anybody a chance to ruin their career just for sake of a game. Students should enjoy the game with the true spirit of a sportsman. They should not write provocative things on social media that add fuel to the fire. “We again request the students to maintain silence and enjoy the ongoing T20 World Cup,” he added.

Younus said that SSP Sangrur Swapan Sharma said tension was simmering right during the match and it crossed its limit at the end of the game, and both parties indulged in a scuffle, as was reported to him by the other party.

The latest is that the two parties have apologized to each other after the intervention of the concerned SSP. However, Kashmiri students as of now say, they don’t want to file any police report citing that both the groups have their careers ahead, the SSP said.

“Thrashing students is an unfortunate part and against the spirit of the game. We can understand that fans are emotionally connected to this game but beating Kashmiri students can’t help us to change the results of the game,” Younus added.
