Administrative Council Announced Amnesty Scheme For Power Consumers Across Union Territory Of Jammu And Kashmir

The Government has announced amnesty scheme for power consumers across UT of J&K.

This was stated by Principal Secretary Planning, Development and Monitoring, Rohit Kansal today at an evening press conference here.

Mr Kansal, who is also Government’s spokesperson, informed that the decision was taken by the Administrative Council which met here today under the chairmanship of the Lieutenant Governor G.C. Murmu.

He said that the Council approved an amnesty scheme for the power consumers which will come into effect from March 1, 2020.

“It decided that as a welfare measure and in order to give an opportunity to power consumers to prevent disconnection of their connections and to facilitate easy payment, the amnesty scheme envisages payment of arrears in three easy instalments,” he announced.

He further said 25 per cent of the payment is to be completed by March 31, 2020, 40 per cent of the payment is to be completed by April 30, 2020 and remaining 35 per cent by May 31st, 2020.

On timely and complete payment, he informed that a full waiver of interest and penalty will be provided by the department.

“Consumers who miss the first instalment will lose 5% of the benefit while those missing the second one will lose 10% of the benefit. Failure to fully pay all three instalments by May 31st will, however, lead to immediate disconnection. It has also been decided that after June 1 no power will be supplied to the defaulting customers unless the arrears are cleared in full. It is estimated that waiver of penalties and interests will cost around Rs 600 crore to the government as against total pending dues of Rs 3000 crore,” he said

Central Bureau Of Investigation [CBI] Issues Helpline In Jammu And Kashmir To Solicit Complaints Against Corrupt Officials

Central Bureau of Investigation issued helpline numbers to solicit complaints from people and to create awareness about measures being adopted by the agency to nab corrupt public servants.

According to CBI communique, the people have been asked to contact Telephone Number 0194-2455514 or mobile Number 9419900977 incase any public servant demands bribe for official work.

The communications further read that people can contact concerned officers at Guest House No. 06 near MLA Hostel, MA Road, Srinagar.

112 Year Old World’s Oldest Japanese Man Dies

 

A Japanese man who received his certificate as the world’s oldest man with a raised fist and big smiles earlier this month has died at 112.

Guinness World Records had given the certificate to Chitetsu Watanabe on Feb. 12. The organization and the funeral home handling his services confirmed Tuesday he had died Sunday. No cause was given.

He had not been able to eat recently and developed a fever and difficulty breathing a couple of days before his death, Japan’s nationally circulated newspaper Mainichi reported, citing family sources.
Watanabe is survived by his five children, 12 grandchildren, 16 great-grandchildren and one great-great-grandchild, Mainichi said.

Watanabe’s family did not immediately answer calls to their home.
Watanabe was born in 1907 and worked in Taiwan for 18 years. After returning to Niigata, northern Japan, he worked for the prefectural government until retirement.

He grew fruit and vegetables on the family farm and loved cream puffs and bonsai, the Japanese traditional art of raising small sculpted trees.

He used to say the secret to longevity was to keep smiling. Guinness in Japan offered its condolences to his family.

The oldest living person is also Japanese, Kane Tanaka, a 117-year-old woman.

Watanabe is survived by his five children, 12 grandchildren, 16 great-grandchildren and one great-great-grandchild, Mainichi said.

Acting tough upon the complaints against illegal mining in the district, the Deputy Commissioner, Dr Raghav Langer accompanied by the officials of Geology and Mining and  Road Transport conducted nocturnal raids across the district.

The team raided various areas including Kakapora, Pinglena, Khadermoh, Koil, Ugergund, Gulshan Pora, Lasssipora and Padgam Pora.

During the raids, 50 tippers were seized and blacklisted while the Mining Supervisor of Geology and Mining Department was suspended for dereliction of his duty.

The documents of the seized Tippers have been impounded and blacklisted by the ARTO. The DC directed the ARTO to cancel the RCs, Driving Licences and Permits of the seized vehicles, besides directing the District Lead Bank Manager to instruct all the banks to seek registration of tire mounted earth mining vehicles through transport Department before sanctioning loans.

The DC reiterated the zero-tolerance policy of the district administration policy against illegal mining and asked the concerned to act tough against the violators.

Domicile Law Coming ‘Very Soon’ For Jammu And Kashmir: Jitendra Singh

In a bid to address the concerns of the local populace after the revoking of Jammu and Kashmir’s special status last year, Union minister Jitendra Singh on Saturday assured the people of the Union Territory that the domicile law is coming “very soon” which would be followed by the Land Act.
He also announced that more than the promised jobs will be provided to the youth after the notification of the rules is worked out.

“The domicile act is coming very soon, which will be immediately followed by the Land Act,” the minister of state in the Prime Minister’s Office said.

Many parties have been demanding enactment of a domicile law for Jammu and Kashmir to protect the interests of landowners and the unemployed youth after the erstwhile state lost its special status following nullification of Article 370 by the Centre.

Singh was addressing a function after signing of a major scientific collaboration agreement between CSIR-Indian Institute of Integrative Medicine, Jammu, and IndusScan, a Canadian pharmaceutical company, here.
Describing the signing of the MoU as a “historic moment”, the minister said Jammu and Kashmir’s journey to become a part of India’s five trillion global economy has started from the four walls of IIIM.

“…Prime Minister Narendra Modi is saying again and again that we would have the same kind of focus on Jammu and Kashmir and Ladakh as we did for North-East which saw major transformation over the last five years. Those who have doubts about it would see all this happening in a short while of time,” he said.

The minister said this is possible because the “earlier embargoes have been removed” and the Union Territory is directly reporting to the Centre.

“Many of the politicians have become unemployed…heard yesterday one of them raising the issue of jobs to the local youth. I want to tell that more than the promised jobs will be advertised but as per the rules and in an impartial manner. We are waiting for a notification of the rules to come out,” he said.
Alleging brazen disregard for the concerns of the educated unemployed and underemployed youth by the incumbent government, National Panthers Party Chairman and former minister Harsh Dev Singh had said not a single post, out of the promised 50,000 jobs, had been advertised for filling up in the new UT after the abrogation of Article 370 provisions.
“Everything will be done. It will not be like when your government was in power and ruined the future of the youths by backdoor appointments and corrupt practices. The youth who were provided jobs have turned 35 years but are still waiting for their regularisation,” the Union minister said.

He said the jobs will be provided under rules which will be in the best interest of the youth and those who have been deprived of it.
Asserting that India is going through “one of the best phases under the leadership of Modi”, he said a lot of development had taken place over the last five years and the country is looking forward to become a part of the global economy.

“On the one hand India is eyeing five trillion economy, don’t you want that Jammu and Kashmir should also be part of that. It is possible only when our youth reaches such a stage to live up to the parameters which are followed globally and therefore, even if some of us have any doubts, confusion and skepticism or still unconvinced, ask themselves that don’t you want your children to be part of five trillion economy.
“If you understand it, I think all the murmuring and whispering which is generated from thoughtless minds will vanish away,” Singh said.

The minister said Jammu and Kashmir is also under the process of a new industrial policy and a new scientific policy.

“The greatest disadvantage that has happened from Jammu and kashmir remaining in isolation because of Article 370 is that we become lazy and lethargic. We learnt to live on easy freebies,” he said.

The Centre plans to send a second batch of Union ministers to Jammu and Kashmir as part of its outreach to the newly carved Union Territory. Officials said the PMO will finalise the names in consultation with the home ministry, Economic Times reported.

The dates of the visit could be announced soon after the end of the budget session of Parliament, they said. The second part of the budget session is scheduled to end on April 3.

“The focus of the second visit will be 10 districts of Kashmir. During the first visit by central ministers, most districts of Kashmir were left out due to heavy snow in the region,” Economic Times quoted a senior government official as having said.

“For the second visit, we plan to propose that each central minister and minister of state camps in each district for one-two days and holds public meetings.”

The ministers will be assigned different districts and tasked with following up on the progress of central schemes. Last month, 37 Union ministers had visited 60 locations in 12 districts, inaugurated 210 projects and held 100 public meetings, according to the home ministry.

Officials said the second visit by ministers will help expedite pending projects and obtain feedback from the public to improve governance.

The J&K administration recently called off panchayat polls after opposition PDP and NC told election officials that there can be a level playing field only when their leaders are released from detention. Officials said there were several reasons for deferring the polls, including the deteriorating health of separatist Syed Ali Geelani, reported Economic Times.

ACB registers FIR against Bashir Ahmad Shah, the then Executive Engineer PHE Division Bijebehara Anantnag and others.

Anti Corruption Bureau has registered a case under Prevention of Corruption Act on outcome of a Verification regarding allegations related to misappropriation by Shri. Bashir Ahmad Shah, the then Executive Engineer PHE Division Bijebehara Anantnag and others.

2. During Verification conducted by Anti corruption Bureau, into the allegations that the Executive Engineer PHE Division Bejibihara, Anantnag, by corrupt practices awarded different works to blue eyed contractors which included:
a)In kishtwar Simthan Anantnag Road project, the allotments were cancelled and then converted into authorities with four times above the allotted cost.
b)In Water supply scheme Rambirpora Kheribal project and Guridraman Kokernag project, laying and fitting works were allotted to blue eyed contractors on approval and commission basis.
c)In water supply scheme Hassan pora Taweela project, fencing of pump operator quarters as Hassan Pora stands was issued two years back by showing it as an emergent work but still the work is unexecuted and has not been started yet.
d)The physical status of the permanent flood restoration works were checked and most of the works do not exist anywhere etc.

During verification it also came to fore that an amount of Rs. 479.589 lacs has been shown drawn on execution of different work components executed by the Division in flood restoration programme without following codal formalities and some permanent works were shown executed under the head of flood restoration works. Besides diversion of funds from flood restoration component to normal works programme was also detected which was done without mandatory approval.

4. Accordingly FIR No. 01/2020 P/S ACB, South Kashmir, under section 5(1)(d), r/w 5(2) of J&K P.C. Act Svt. 2006 and 120-B RPC, (c) punishable under section 5(2) J&K P.C Act Svt 2006, and investigation of the case taken up.

5. Subsequent to registration of case, search was conducted at residence of Bashir Ahmad Shah.

Chief Electoral Officer, J&K, (Election Authority under J&K Panchayati Raj Rules, 1996) Shailendra Kumar today issued notification for the conduct of phase-II of by-elections for Panchayat Polls-2020 in respect of vacant seats to elect Sarpanches and Panches.

The notification has been issued for Shangus and Hiller blocks in District Anantnag, Aloosa block in District Bandipora, Sangrama and Wagoora in Baramulla District, B K Pora, Rathsun and Budgam in district Budgam, Wakura in Ganderbal District, block Kulgam in Kulgam district, Nutnussa, Drugmulla, Magam, Ramhal and Tarthpora in Kupwara District, Awantipora and Kakapora (Partly) in District Pulwama and Chitragam in Shopian District of Kashmir Division.

In Jammu Division, the Panchayati by-elections will be held in Bhagwah, Kastigarh, Thatri, Doda (Ghat), Dali Udanpur, Gundana, Assar, Khellani, Bhaderwah and Bhalla blocks of Doda District, Surankote, Loran, Mandi, Nangali Sahib Sain Baba, Sathra, Lassana and Bufliaz (Partially) in District Poonch, Block Gundi Dharam, Batote, Rajgarh, Sangaldan, Gandhri and Ramban in district Ramban, Arnas, Thuroo, Jij Bagli, Mahore, Gulabgarh and Chasana in district Reasi, Sewna, Chanunta, Ramnagar, Majalta and Khoon in district Udhampur.

According to the notification, the last date for making nominations is February 24, 2020 (Monday), the date for the scrutiny of nominations is February 25, 2020 (Tuesday), the last date for withdrawal of candidature is February 27, 2020 (Thursday), the date on which a poll, if necessary, shall be from 09 am to 01 pm on March 07, 2020 (Saturday), the date of counting is March 07, 2020 (Saturday) unless notified otherwise, and the date before which the election shall be completed has been fixed as 26 March, 2020 (Thursday).

Assistant Sub Inspector Caught Red Handed While Accepting Bribe By Jammu And Kashmir Anti Corruption Bureau

ACB traped Assistant Sub Inspector Mohd Amin of of Police Post Chinore, red handed while accepting bribe of Rs. 10,000: Searches Conducted

ACB received a complaint in writing from Shri Talib Hussain S/o Atta Mohd R/o Goutrian Mandhar, District Poonch A/P H.No. 185, Kamal Nagar, Bantalab, Jammu, wherein the complainant alleged that ASI Mohd Amin posted at PP Chinore, P/S Domana, Jammu was harassing him and threatening him with registration of FIR and arrest if the complainant did not pay him bribe money of Rs. 50,000/-.

2. The complainant further alleged that the accused ASI Mohd Amin had already received Rs. 10,000/- from him as bribe money a couple of days ago and is persistently pressuring him to visit him in the Police Post to pay the remaining amount of bribe money. The complainant also disclosed that he had pleaded with the accused ASI to reduce his demand as he was unable to cough up Rs. 50,000/-. Following this, the accused ASI had reluctantly agreed to receive an amount of Rs. 20,000/- in lieu of not registering FIR against him and arresting him on account of a complaint which the said accused was enquiring into against the complainant. This complaint, according to the complainant, had been lodged by his younger brother Mohd Hanief over some family property dispute.

3. Soon after receipt of above complaint and verification of its genuineness, FIR No. 03/2020 U/S 7 of Prevention of Corruption (Amendment) Act 2018 r/w PC Act 1988 was registered at P/S ACB Jammu. Subsequently, a team of ACB officials along with the complainant and two (02) Independent witnesses proceeded towards PP Chinore and laid a trap during which the accused ASI Mohd Amin was caught red handed while demanding and accepting Rs. 10,000/- of bribe money.

4. The accused ASI was immediately arrested in the aforesaid case FIR No. 03/2020 of P/S ACB Jammu.

A search of the house of the accused situated at Laxmipuram, Chinore, Jammu was also carried out by a separate team of ACB officials in the presence of Magistrate.

Three persons including an old couple were killed and two others were seriously injured when the car in which they were traveling collided with a safety wall of Jammu-Pathankot National Highway at Mangtian Morh under the jurisdiction of Rajbagh Police Station in Kathua district

As per reports, one Swift Dzire car bearing Registration No JK02BL-6800 was on way towards Kathua from Jammu. When it reached near a sharp curve at Mangtian Morh, the driver lost the control and car hit road side safety wall of NH. The front portion of car was badly damaged. Five persons travelling in the car were critically injured. Some passerby noticed the accident and informed the Rajbagh Police.

A police team rushed to the spot and shifted the injured to GMC Kathua for treatment. The doctors at GMC declared three persons as brought dead and two ladies who were seriously injured were admitted in the Hospital for treatment. But as their condition also turned critical they were later shifted to GMC Jammu for better medicare facilities, said the report.

The dead have been identified as Krishna Devi, 85, W/o Om Parkash , Om Parkash, 90 S/o late Hansh Raj and driver Ram Paul, 55, years. All of them were residents of Bishnah Jammu. The dead bodies were handed over to family members after postmortem for last rites.

The injured were identified as Asha Rani, W/o Prem Kumar age 60 years and Srista Devi W/o Pawan Kumar age 55 years, residents of Bishnah, Jammu.

The Rajbagh police has registered a case under relevant sections of the law and started investigation.

Anantnag Police solved a high profile theft case and arrested the accused after Jewellery worth lakhs of rupees was recovered from his possession.

On 19/12/2019 Police Station Aishmqam had received a complaint from Dr.Shaheen Iqbal wani S/o Ghulam Mohammed Wani R/O Palpora Salia Aishmqam that a few days back theft had occurred in his Sister’s house at Manzigam Aishmqam and a cash of 60 thousand and Gold ornaments worth lakhs of rupees were stolen.

On receiving the information case FIR No. 51/2019 U/S 454,380/ IPC stood registered in Police Station Ashmuqam and Investigation was set into motion.
During investigation, it came to fore that one person namely Mukhtar Ahmad Bhat S/O Wali Mohammed Bhat R/O Mughal Bagh wanpoh Kulgam had broken into the house of Nazir Ahmad Salroo S/O Late Abdul Ahad Salroo R/O Mazigam Ashmuqam and had stolen away cash 60 thousands and Gold ornaments worth lack of rupees.

A special team was constituted by police Anantnag headed by SHO Aishmuqam for tracking the accused. After strenuous efforts made by the SIT , the accused person was arrested who confessed to his involvement in the commission of the offence.

During the initial investigation, the arrested accused has confessed that he has Sold out the Gold ornaments to a jewellery shopkeeper namely Sheikh Suhan S/O Sheikh Arjid Ali R/O West bangal Kolkata A/P Saraf bazar Dangerpora Anantnag and acting upon this tip off, the stolen Gold ornaments were recovered by the police.

General public of the vicinity of the area has praised the prompt, professonal and sincere efforts of the Anantnag Police.

Jammu and Kashmir Police on Thursday claimed to have arrested four militant associates in south Kashmir Pulwama and Anantnag districts.

A police spokesman in a statement said that Anantnag arrested three militant associates linked to proscribed outfit HM.

“They have been identified as Adil Ahmad Dar @ Adil Gadhanji, Aqib Fayaz Makroo residents of Arwani Bijbehara and Ajaz Ahmad Sofi resident of Gund Chahal,” said the spokesman.

“As per police records they were involved in assisting the active militants of proscribed outfit HM operating in the areas of Anantnag,” he said.

“As per the investigations, they were providing logistic support and shelter to the active militants of HM. They were also involved in motivating and instigating the youth of the area to join militant ranks,” he added.

“Incriminating material has been recovered from their possession,” he further added.

The spokesman said that case under relevant sections of law has been registered and further investigation in the matter is in progress.

Meanwhile, police also claimed to have arrested a militant associate linked to proscribed outfit JeM.

“He has been identified as Tawfeeq Ahmad Bhat resident of Mongahama, Tral,” said the spokesman.

“As per police records he was involved in assisting the active militants of proscribed outfit JeM operating in the areas of Tral,” he said.

“As per the investigations, he was providing logistic support and shelter to the active terrorists of JeM operating in the areas of Tral,” he added.

“Incriminating materials have been recovered from his possession. Case FIR No. 03/2020 under relevant sections of law stands registered against him. Further investigation in to the matter is in progress,” said police spokesman in a statement.

J&K Panchayat Election Dates Announced: Polls To Be Held In Eight Phases From March 5 to 19 2020

The Election Commission has announced the schedule of the panchayat polls for vacant seats in the Union Territory of Jammu and Kashmir. The polling will be held for nearly 13,000 vacant posts of panch and sarpanch in gram panchayats in eight different phases between March 5 and 19. The Election Commission said it will use ballot boxes for the panchayat polls.

It will be the first elections in Jammu and Kashmir after the Centre scrapped Article 370 and bifurcated the state into Union Territories in August last year.

Nearly posts were lying vacant since November last year when the elections to the local bodies were held. In Kashmir, more than 12,500 of 20,093 panch and sarpanch seats remained vacant since then.

Jammu and Kashmir Chief Electoral Officer (CEO) Shailendra Kumar said, “Panchayat elections for vacant posts of every block will be held. Ballot boxes will be used. It will be conducted in eight phases.”

He said that while polling will take place in four phases in Jammu division, polling in the Kashmir division will take place in eight phases.

“From now onward, Model Code of Conduct is enforced and it will be implementable in all the places where elections are being held. There will be 8 phases of elections. For Jammu division it is 4 phases, for Kashmir division it is 8 phases,” Kumar said.

The announcement of the polls comes in the midst of 36 Union Ministers’ visit to the Jammu and Kashmir. Several state politicians including former CMs Omar Abdullah, Mehbooba Mufti and Farooq Abdullah are still under detention. While Omar and Mehbooba have been slapped with the Public Safety Act recently, Farooq was slapped with the PSA last year.

In 2018, when elections to the local bodies were held, Jammu and Kashmir had witnessed poor participation. Two major regional political parties — the Peoples Democratic Party (PDP) led by Mehbooba Mufti and National Conference led by Omar Abdullah boycotted it.

Kashmir is spending a whopping Rs 600 crore on the purchase of tobacco products annually.

An official at the Directorate of Health Services, Kashmir said during a year, people from nine districts of Kashmir spend Rs 595 crore on tobacco products.

Srinagar spends Rs 122 crore followed by Anantnag with Rs 103 crore, Baramulla Rs 98 crore, Kupwara Rs 84 crore, Pulwama Rs 55 crore, Kulgam Rs 41 crore, Bandipora Rs 37 crore, Ganderbal Rs 29 crore, and Shopian Rs 26 crore.
However, the figures of central Kashmir’s Budgam district are not available.

These are the figures based on a survey conducted earlier by the Ministry of Health and Family Welfare, Government of India (GoI).

Jammu Kashmir is among the states with a huge number of tobacco consumers due to poor enforcement of Cigarettes and Other Tobacco Products Act (COTPA).

According to the Global Adult Tobacco Survey (GATS) of 2016-17, in J&K, there are 23.7 percent tobacco users and 20.8 percent smoke while 4.3 percent consume smokeless tobacco.

As per the Health officials, although the government has imposed blanket ban on e-cigarettes and loose cigarettes, the sale of loose cigarettes continues rampantly.

Dr Naheed Anjum Malik, Divisional Nodal Officer, National Tobacco Control Programme (NTCP) said by reducing the consumption they could reduce the economic burden.

“We are creating awareness about the harmful effects of tobacco consumption. We are in a process of implementing the provisions under COPTA Act of 2003,” she said.

Dr Naheed said they had distributed a lot of IEC material in all the districts across the Valley and were in training the manpower against tobacco.

“Training of health, social workers, NGOs, school teachers, counsellors, ASHAs has been conducted in all the districts,” she said. “In Budgam we have covered 70 schools under the awareness programmes.”

As per the Health experts, almost 40 percent of TB deaths among men were associated with smoking saying the incidence of impotence is 85 percent higher among smokers.

According to officials, around 75 percent of cigarette sales in India were through loose cigarettes and every gazetted officer was authorized to challan the person found smoking at a public places.

Dr Mohammad Naseer, program coordinator of Union of Tobacco and Lung Diseases, an NGO working in collaboration with the NTCP, said tobacco sale was a big problem in J&K saying it had caused a rise in lung cancer.

“Illegal and loose cigarettes are being sold rampantly,” he said. “There should be monitoring to prevent people from second-hand smoking.”

The Health department had launched a “yellow line campaign” within a radius of 100 meters from any educational institution to ban the sale of tobacco products.

He said although the government imposed blanket ban on e-cigarettes and loose cigarettes, the sale of loose cigarettes continues rampantly.
Naseer said tobacco industry was the least remunerative and an exploitative industry which pushes people to further poverty.

“Health impact of tobacco is underestimated and its control too is underestimated and remains ignored,” he said. “A mechanism has to be developed in a sustained way.”

Previously, the GATS survey revealed that with every fourth person in Jammu Kashmir is a smoker.

According to the survey, 19.4 percent people of J&K smoke, 1.4 percent smoke as well as consume smokeless tobacco, 2.9 percent only consume smokeless tobacco while the remaining 76.3 percent are non-smokers.

The survey conducted by Mumbai-based International Institute of Population Science (IIPS) in collaboration with the Union Ministry of Health and Family Welfare said cigarette, hukkah and bidi were the most commonly used tobacco products in J&K.

It reveals that among the adults, a total of 10.4 percent smoke cigarette, 6.3 percent smoke from the hukkah and 6.2 percent smoke bidi.

The survey shows that the mean age at initiation of tobacco use had increased from 17.2 years in GATS-1 to 18.0 years in GATS-2.

“A total of 50.1 percent of smokers are advised by a healthcare provider to quit smoking and 38.8 percent of smokeless tobacco users were advised by a health work providers to quit smokeless tobacco use,” it said.

The survey said 57.5 percent of all adults who worked indoors were exposed to second-hand smoke at their workplaces while 35.3 percent of all adults were exposed to second-hand smoke at any public place.

The survey revealed that 55.4 percent of cigarette smokers and 25.4 percent of bidi smokers thought of quitting smoking because of warning label on the pack, while 26.2 percent of smokeless tobacco users thought of quitting smokeless tobacco use due to the warning label.

“A total of 35.2 percent of men, 5.1 percent of women and 20.8 percent of all adults currently smoke tobacco, while as 6.8 percent of men, 1.5 percent of women and 43.3 percent of all adults either smoke tobacco or use smokeless tobacco,” the survey mentions.

It also notes that 39.7 percent of men, 6.2 percent of women and 23.7 percent of all adults either smoke tobacco or use smokeless tobacco.

The survey reveals that tobacco use has come down by 2.9 percent in the last seven years in the State.

The prevalence of any tobacco use has decreased significantly by 2.9 percent from 26.6 percent in GATS-2 (conducted during 2009-10) to 23.7 percent in GATS-2 held in 2016-17.

“From GATS-1 to GATS-2, the prevalence of smoking has decreased by 1.1 percent, however, the decrease is not significant,” the survey reveals.

According to a notification issued by Secretary, Rural Development Department, Sheetal Nanda the Government in consultation with Election Authority under Rule 7 of J&K Panchayati Raj Rule 1996 has called upon the vacant Panchayat Halqas to elect Sarpanches and Panches on the dates to be appointed by the Election Authority.

Crime Branch of Jammu and Kashmir today summoned the Sales Managers and other sales staff of all the Airlines which are operating from Srinagar Airport for questioning regarding the ticket sales at exorbitant rates.

Sources said that they were called for questioning after Crime Branch registered cases against ticketing agents and airlines operating in J&K under Section 420, 468, 471, 409 r/w and 120-B of the Indian Penal Code.

Soon after the case was registered in air ticketing fraud, the rates of air tickets to and from Srinagar airport have fallen. “The Delhi-Srinagar tickets that were being sold at Rs 14, 000 last week have come down to Rs 6, 000. How it is possible? It means that they were fraudulently doing this. I booked my Srinagar ticket for February 21 for Rs 12000 last week”, said one Bilal Ahmad.

The Airlines Sales division of all the Airlines were questioned at Crime Branch headquarters for whole day. They were asked to bring the relevant documents and were questioned about their modus opernadi.

The Travel Agents in Jammu and Kashmir in connivance with the Airlines have been fleecing people in Kashmir and tourist by selling them air tickets at exorbitant rates during peak of tourist season and in winters when the Srinagar-Jammu National Highway gets closed.

The preliminary investigation conducted by Crime Branch suggested that travel agents were buying group tickets in bulk from the airlines and then selling them at exorbitant prices. Sources said that they were selling the group tickets to individuals without their knowledge which is against Director General Civil Aviation norms.

As per the DGCA norms, the travel agents have to give the names of the group travellers in 7 days in advance and most of the group travellers are related. But they were selling group tickets a couple of days before the travel date at exorbitant rates and airlines helping them in blocking these tickets. Sources said that airlines’ staff was helping them in such sales for which they were getting their share.

Crime Branch sources said that they were also allowing unrelated group travellers to check in individually which was again in violation of the DGCA norms.

Crime Branch has also found that the travel agents were also involved in tax evasion by selling morphed tickets. “The tickets that they were purchasing for around Rs 2000, they were selling them at any price ranging from Rs 10, 000 to Rs 20, 000. But on papers they were showing their selling price Rs 2000 only and by this they were evading tax”, the sources said.

They added that the travel agents may also be booked under tax evasion. The action was taken by the Crime Branch after they received complaints from various travel associations and trade bodies through the Tourism Director regarding alleged sale of air tickets by various travel agents on exorbitant rates, acting in league with Airlines staff.

The ministry of Home Affairs(MHA) has directed investigating agencies to make their men aware about new laws that have been implemented post October 31 in the new Union Territory.

Jammu and Kashmir’s State Ranbir Code (RPC) has been replaced with Indian Penal Code (IPC) after Parliament abrogated Article 370 that guaranteed special status to the erstwhile state.

A senior official told that MHA has directed police department to make its men aware about the IPC.

“A workshop was also held at seminar hall of police headquarters Humhama where investigating agencies were told about the sections in IPC. They were told under what sections cases should be registered. They were also made aware how to issue summons and call witnesses,” the official said.

The official said similar workshops would be held in other districts in coming weeks. “Heads of police stations have also been directed to make their men aware about new laws in Jammu and Kashmir,” the official said.

An official of Law Department said officials of police department can also seek help from law officers about relevant laws and sections. “Law officers have also been told to make investigating agencies aware about new laws,” the official said.

The official however said there were minor differences between IPC and RPC.

Similarly, investigating agencies have also been told that probe in offences committed before October 31 would continue under RPC.

“Only those cases will be investigated under IPC which have been committed after October 31,” the official said.

The departments have also been making relevant changes in the documents based on these central laws. “There will be a lot of changes on official records as per the new laws,” the official said.

Law Department has been directed to provide assistance to departments for implementation of central laws. “The advocate general, additional advocate generals will also help departments for making necessary amendments in their rules,” a source said

The anti-graft bodies are also working under Prevention of Corruption Act, the central law which was earlier not applicable in the erstwhile state.

At least 164 state laws were repealed from November 1 when Jammu and Kashmir officially became a Union Territory while 106 central laws were implemented.

‘Plan entails free medical camps, tours for students, setting up resource centres for research activities’

The Government of India has allocated Rs 23 crore for Ministry of Home Affairs “civic action and media plan” for the Union Territory of Jammu & Kashmir.

23.75 crore Rs have been kept for J&K’s “civic action and media plan” in the Union Budget of 2020-21.

Under the plan, the paramilitary forces and J&K police organize civic action programs to win the hearts and minds of local population.

The activities undertaken by the forces include holding of sports and cultural events, medical camps, veterinary camps and vocational training programmes etc.

Other activities taken up under the civic action and media plan include tours for students, setting of resource centers of SEWA non- governmental organisation for vocational training and research activities by Indian Council for Social Science Research (ICSSR).

As per the documents, the intent of Bharat Darshan and Watan Ko Jano tours is to give exposure to the youth of J&K about cultural and socio-economic development taking place in other parts of India.

The civic action programme for J&K was started by MHA in 2013-14. Under the programme, the forces are required to submit a detailed plan of proposed activities to be taken by them.

The Union Home Secretary approves activities for which funds are to be utilized under the plan on recommendations of a committee.

The committee comprises joint secretary Kashmir, MHA, Director MHA, DGP of concerned paramilitary forces or officer not below the rank of IGP authorized by him and a representative of J&K DGP.

Sources told us that a notification for the Panchayat Elections is likely to be issued in next few days.

If the Elections take place, it will be the first elections in Jammu and Kashmir after the bifurcation of the erstwhile state into union territories of J&K and Ladakh.

The transfers and postings of Deputy Commissioners in J&K on Sunday , also hint that Notification for Elections is just around the corner and Model Code of conduct will immediately swing into picture as soon as notification is issued.

As they completed six months in detention on Tuesday, Jammu and Kashmir’s top mainstream leaders such as Dr. Farooq Abdullah and Omar Abdullah of the National Conference (NC) and Mehbooba Mufti of the Peoples Democratic Party (PDP), are unlikely to be released anytime soon by the administration. The day, however, saw the release of two known persons as part of a phased-manner release policy.

Top government sources said the administration was not immediately reviewing the cases of NC president and Srinagar MP Dr. Abdullah, whose detention was extended for three months in December under the Public Safety Act (PSA) for the second time. Detained on August 5, the five-time ex-Chief Minister is detained in his house, which has been turned into a sub-jail. The PSA dossier was based on his numerous public speeches made in the past few years.

The sources said the Home Department and the magistrates have not started any process to review the cases of NC vice-president Omar Abdullah and PDP chief Ms. Mufti. Both the former Chief Ministers were being held in separate sub-jails under Section 107 and 151, which allows detention of people in the cases of apprehensions of breaching peace.

A top official said the combined Sections of 151 and 107 allowed preventive detentions up to one year without any review and release in such cases remained the prime prerogative of the local magistrate, who judges the feasibility of their release on the basis of reports of the Home department and other security wings.

Meanwhile, the Valley’s known businessman, Shakeel Qalander, who was also a member of the economist C. Rangarajan committee to formulate an employment policy for J&K in 2010-11, was released after six months from the Srinagar Central Jail.

“It has been an agonising period for the whole family. We were waiting to see him released every week since August 5”, Qalander’s son Ahtisham Qalander, an IIT graduate, said.

PDP former legislator Aijaz Mir was also released from the MLA Hostel, also a sub-jail. From over 40, only 15 mainstream leaders, including Ali Muhammad Sagar, Naeem Akhtar, Sajad Lone, Waheed Para and Shah Faesal remain detained in the MLA Hostel now.

The National Investigation Agency  carried out fresh raid of house o in connection with the arrest of former J&K police DSP Davinder Singh and Hibz commander Naveed Babbu.

 

NIA had reportedly raided five different locations at Shopian, Kulgam & Pulwama including that of a Sarpanch associated with Bharatiya Janata Party followed by some documents had been seized.
