Encounter Started Between Militants And Government Forces In Kokarnag Anantnag
A gunfight has started between government forces and militants in forests of Kokernag area of Anantnag district.
On specific inputs about the presence of militants in forests of Kachwan area of Kokernag in South Kashmir’s Anantnag district joint team of forces including 19 RR launched search operation in the area.
On intensifying search operation towards suspected spot, hiding militants fired upon forces triggered encounter, he said
As per soucres two to three militants are believed to be trapped.
Sumbal Minor’s Rape: Medical Report Rules Out Rape: ‘No Significant Evidence To Prove Child Was Sexually Assaulted’
The rape of a minor in Sumbal village of Bandipora district has stated that there was no sufficient evidence to confirm that the child has been sexually assaulted.
In its report submitted to police investigation officer, the authorities in SKIMS medical college Bamina have stated that there were no marks of injury on any part of the body including the private parts.
“There was no active bleeding from vagina or anus the mere presence of the faint blood stains and a macula papular rash on buttocks is not sufficient evidence to confirm that the child has been sexually assaulted,” reads the medical report available with KNO.
It states that the actual source of bleeding could not be determined as there was no evidence of any injury around the vaginal orifice. “Also the blood stains were not dry blood but faint stains only and could not be scrapped and sent for examination,” it reads.
The report states that the stains were very faint, almost negligible, and were not dried blood which could have been scrapped off from it and sent for analysis.
“There was no evidence of any trauma, injury, bleeding at or around the vaginal orifice or anal opening. Macula popular rash can arise due to multiple of reasons,” the rep reads.
J&K Governor Says His Administration Wants President’s Rule To End In State
Jammu and Kashmir Governor Satya Pal Malik Wednesday said his administration wants the President’s Rule to end in the state at the earliest but the final call on the timing of assembly elections will be taken by the Election Commission.
Asked if some officials within his administration were not keen on transfer of power to an elected government in the state, the governor said there was nothing like that in his notice.
“We want this (President’s Rule) to end as soon as possible.
The final call on holding assembly elections in the state will be taken by the Election Commission,” Malik told reporters after inaugurating the second phase of the Jehangir Chowk-Rambagh flyover.
Recently, Union Home Minister Rajnath Singh also said a decision on holding assembly elections in the state was the prerogative of the Election Commission but indicated a decision could be announced after the completion of the Lok Sabha polls.
Jammu and Kashmir was placed under Governor’s Rule on June 19, 2018 after the PDP-BJP coalition government fell as the BJP decided to pull out of the alliance.
The state assembly was kept in suspended animation to allow for the possibility of any new combination of parties to form a government in the state.
PDP president Mehbooba Mufti supported by the National Conference and the Congress staked claim for government formation on 21 November, 2018.
Within minutes, People’s Conference chairman Sajad Lone, who had just two MLAs, also staked claim for government formation.
The governor decided to dissolve the assembly on the grounds that he wanted to prevent horse-trading.
The state was brought under President’s Rule on December 19, 2018 for a period of six months as elections could not be held within six months of imposition of Governor’s Rule in the state.
The President’s Rule will have to be extended again on June 19, 2019 as assembly elections have not been held so far.
The order for extending President’s rule will have to be ratified by Parliament.
Rocket Attack Near US Embassy In Baghdad’s Green Zone
A rocket crashed Sunday night in the Iraqi capital’s heavily fortified Green Zone, landing less than a mile from the sprawling US Embassy, an Iraqi military spokesman said.
The apparent attack, which Iraq’s state-run news agency said did not cause any casualties, came amid heightened tensions across the Persian Gulf, after the White House ordered warships and bombers to the region earlier this month to counter an alleged, unexplained threat from Iran.
The US also has ordered nonessential staff out of its diplomatic posts in Iraq.
Associated Press reporters on the east side of the Tigris River, opposite the Green Zone, heard an explosion, after which alert sirens sounded briefly in Baghdad.
Iraqi military spokesman Brig. Gen. Yahya Rasoul told The Associated Press that a Katyusha rocket fell near the statue of the Unknown Soldier, less than a mile from the US Embassy.
He said the military is investigating the cause but that the rocket was believed to have been fired from east Baghdad.
The area is home to Iran-backed Shiite militias
Iraq’s state-run news agency said a Katyusha rocket crashed inside the Green Zone without causing any casualties.

Grand Mufti Fixes 50 Rs Per Person As Sadaqat-ul-Fitr
The grand Mufti, Nasir-ul lslam on Sunday fixed Rs.5O as Sadaqat-al fitr (charity) per person in the family.
Sadaqat-al fltr is a duty required of every Muslim and becomes obligatory to pay it before the beginning of Eid prayer and could be given from beginning of the holy month of Ramadan.
“The sadaqat -al-fitr which is obligatory for the Muslims should be paid before Eid-ul-fitr salaat,” Grand Mufti said in a statement issued to KNO.
Notably,Sadaqat-al-fitr is Wajib upon such a person who owns assets, which equal the value of the Nisab.
The owner of Nisab in the ruling as regards Sadaqat-al-fitr is such a person who has 7 1/2 Tola gold (93 grammes 312 milligrammes) or 52 1/2 Tola silver (653 grammes 184milligrammes), or any other form of asset.
“Each person should give away in charity an amount equivalent to 1.760 Kilograms of wheat,” Grand mufti said.
Sopore Gunfight Update: Police Identifies Slain Militant A Resident Of Awantipora South Kashmir
Police on Saturday identified the militant who was killed in an encounter in Sopore area of north Kashmir’s Baramulla district as a resident of Awantipora.
The slain militant has been identified as Waseem Ahmad Naik son of Abdul Gani Naik of Udipora Barsoo Awantipora.
Waseem was killed in brief gunfight at Hatlangoo area of Sopore.
According to sources Waseem was missing since March this year. The family had accordingly filed a missing report in police station concerned.
The encounter broke out after army’s 22 RR and SOG have launched a cordon-and-search operation at Hathlangoo village following specific information about the presence of militants inside a residential house.
Meanwhile, authorities suspended internet services in Sopore town as a precautionary measure in wake of this search operation.
All Malegaon Blast Case Accused Asked To Appear Before Court Once A Week
A special court here conducting trial in the 2008 Malegaon blast case, Friday directed all the seven accused, including BJP’s Bhopal Lok Sabha candidate Pragya Singh Thakur and Lt Col Prasad Purohit, to appear before it once a week.
Upset over the frequent absence of the accused during the trial, NIA court judge Vinod Padalkar gave this direction.
He also directed that exemption sought without cogent reasons will be rejected.
The court, at present, is recording the testimony of the witnesses in the case.The matter will be next heard on May 20.
Besides Purohit and Thakur, Major (retired) Ramesh Upadhyay, Ajay Rahirkar, Sudhakar Dwivedi, Sudhakar Chaturvedi and Sameer Kulkarni are other accused in the case. They are all out on bail
In October last year, the court had framed charges in the case against all the seven accused for terror activities, criminal conspiracy and murder, among others.
The accused face trial under sections of the stringent Unlawful Activities Prevention Act (UAPA) and the Indian Penal Code (IPC).
They were charged under sections 16 (committing terrorist act) and 18 (conspiring to commit terrorist act) of the UAPA.
Under the IPC, they were charged under sections 120 (b) (criminal conspiracy), 302 (murder), 307 (attempt to murder), 324 (voluntarily causing hurt) and 153 (a) (promoting enmity between two religious groups).
The accused were also charged under relevant sections of the Explosive Substances Act.
On September 29, 2008, six people were killed and over 100 injured when an explosive device strapped on a motorcycle went off near a mosque in Malegaon, a town about 200 km from here in north Maharashtra.@PTI
Executive Officer Municipal Council Anantnag Mohiuddin Incompetent Officer With Dubious Past: President MC Anantnag
After the announcement was made by Government during 2018 with regard to holding of urban local bodies elections there were lot of discussions and debates among the leaders of various political parties about the timing of holding of such elections particularly during Governor’s rule. Political parties particularly from the valley had lot of doubts about the intensions and the sincerity of the Governor and his administration for holding of such process.
Despite announcing boycott of elections to Panchayats and Urban Local Bodies by some major regional parties we expressed had full faith in the electoral system and we the elected members and our Party Indian National Congress decided to participate in the process. Such decision was taken by our party who always believe in the democratic process. Despite various odds and the situation at ground level and above all the hostile administration towards our party we fought the elections for the Municipal Council Anantnag which is most historical and prestigious town of the state and enjoying the confidence of the people in the party and candidates our party succeeded in 21 out of 25 wards. We had expected that the elected body of Municipal Council Anantnag shall be allowed to function smoothly as per the Municipal Act under which the council has been formed but unfortunately what have we observed that officers at various levels are creating such hurdles in smooth functioning of the council and discharging of duties by the President of the council as per Act.There is hardly any communication about the schemes which are to be implemented in a financial year nor any financial commitment is made for the financia year which can help the council in planning the developmental activities well in advance.It seems that holding of elections was a joke and real purpose of Administration was different.
For the last four to five weeks since the Parliament Election scheduled was announced , it has been seen that the Officers of Municipal Council Anantnag and some of the Officers of District Administration and at Provincial level started unnecessarily interference in the functioning of the council and used various means / methods to demine / undermine the authority of the council in general and the elected President in particular. May be there are political motives behind this.
These officers are regularly in connivance with each other not only for showing disrespect to the state laws under which functioning of council has been defined but are also sabotaging the efforts of Hon’ble Governor and the Chief Secretary with whose efforts the electoral process was taken up and completed due to various odds.
We the members of MC Anantnag feel that the basic objective of setting the democratic process in motion conceived by Sh Satyapal Malik, Hon’ble Governor of Jammu & Kashmir and the Chief Secretary is getting defeated by the behavior of such bureaucracy.
Without going to more details the President and the members of the Municipal Council Anantnag feel that Executive Officer Sh Mohuddin, who was posted in Municipal Council Anantnag just a couple of days before the announcement of Parliament Elections has been posted not for the development or welfare of the town but with the sole intention of sabotaging the moves being initiated for the welfare of the people by the President and the members. The behavior of Executive Officer is totally in violation of the service conduct rules and his actions always look for an opportunity to undermine the authority of the elected body. It seems that the selection of Sh Mohuddin to look after the affairs of the Anantnag Municipal Council is with a specific purpose to letdown the image of the elected body before the public.
I President of MCA and members after assuming office had taken some good people friendly steps which were appreciated by the people of town particularly during winter months and it seems that the administration and the officers could not digest the steps taken by President for the benefit of the people and the appreciation being received from people started interfering unnecessarily and posted an officer Sh Mohuddin as Executive Officer who had dubious past service record. In view of the service rules only CEO can be posted in Anantnag Council and not the reveals the intensions of the Department.
Sh Mohuddin has already faced molestation charges when he was posted in Municipal Council Kupwara and also has been found guilty of making back door appointments. The Government conducted an enquiry against Mohuddin and established that he had made illegal appointments and accordingly he was penalized. It has been seen for the first time that an officer found guilty of making appointments had to repay the salary drawn in the favour of fraudulent appointees by him out of his own salary/ savings.If the officer has repayed the amount drawn as salary from his own savings it establishes is criminal act and should have been barred to hold a post where he is delegated with powers of drawing and disbursing but because of his connections the action required is yet to be taken.
An officer who deposits more than Rupees two lacks as a penalty confirms him self that he was guilty and one wonders how such an officer with dubious background has been allowed to discharge duties as Executive Officer of an prestigious council of Anantnag.
We have sufficient proofs available with us that he has protection of some senior officers under whose orders he is trying to sabotage the elected body in discharging our duties and has established connections with some leaders of political parties who were in power till recently. It can’t be ruled out that such steps are being taken by the bureaucracy to sabotage the elected body of Municipal Council Anantnag which has majority of Indian National Congress. May be the officers have the orders from the higher-ups to harassr the elected body who belongs to Indian National Congress and because of there inactions they face wrath of the people.
The Housing & Urban Development Department through a circular of 2011 have defined the powers of Director, Urban Local Bodies and Executive Officers but despite that the officers are interfering beyond their jurisdiction.It has been defined in the Act and the circular instructions that the Executive Officers have to assist the President but the present EO is behaving in a way as he is the boss.
In a recent development the incumbent Executive Officer Mohuddin refused rather sabotaged the initiative of the President for conviening the general council meeting or standing committee meetings. Despite written orders he at his own level either decided not to convene the meeting or changed the timing of meeting which is not only disrespect to the President as per law but also a serious violation of the Municipal Act.
During the recent Council meeting he behaved in most arrogant way with president and members and left the meeting midway and before leaving the meeting hall he told the President and Members that as on date they have no role or delegation in running the Council as there appointments are yet to be notified. This whole drama has been videographed.
Now the big question arises that are the members of Municipalities occupying the offices illegally as per the statement made by EO Mohi Din if it is so in that case the Government and the Governor has made a big joke of the democratic process and have befooled the people.The Government shall have to come out with the clarification.
In view of the above the President and the elected members of the municipal council Anantnag appeal to the Government for immediate removal of Sh Mohuddin Executive Officer, Municipal Council Anantnag who has dubious past and has tried to create a wedge between the members and Administration for his own benefits and post a suitable person in his place. Also as per the standing orders the post is to be filled by the Chief Executive Officer and not be Executive Officer and Government is also requested to appoint a person who qualifies to discharge his duties as Chief Executive Officer. In case no action is taken we will be forced to take adverse action of stopping functioning or expose the intensions of certain officers for political reasons in shielding officers like Mohi din.

Shepherds Claim Nocturnal Attack By A Group Of People, 20 Sheep Killed More Than A Dozen Injured
At least twenty sheep were killed and others were injured late last night in Upper reaches of Sopore in north Kashmir’s Baramulla district.
Shepherds alleged that a group of people attacked them while police has taken samples to ascertain nature of the injuries to ascertain whether the injuries were inflicted by wild animals or claims of shepherds are true.
A shepherd Waseem Ahmad Mir, a resident of Adipora Sopore has lodged a complaint with police station Sopore alleging therein that a group of at least 15 people carried the attack killing 20 sheep and injuring 20 others
The officer said that the based on the complaint a case has been registered and further investigations taken up.
He said that a team of doctors have taken samples to ascertain nature of the injuries on sheep.
“We are assertaing whether the animals were attacked by wild beasts or the contents of the complaint or true or otherwise,” the officer said.
Two SpiceJet Boeing Flights Suffer Mid-Air Glitches
Two of the SpiceJet’s Boeing passenger planes- one from Mumbai and other from Bengaluru- suffered mid-air technical glitches, forcing their pilots to terminate journeys with one flight landing back in Mumbai and second diverted to Nagpur Saturday.
SpiceJet flight SG-611, which departed from Mumbai’s Chhatrapapati Shivaji Maharaj International Airport for Chennai around 7.30 am, returned to the city airport due to a mid-air technical glitch after being airborne for about 16 minutes, a source said.
A SpiceJet spokesperson confirmed the return of its Chennai flight to Mumbai due to a “technical” issue.
“The aircraft has already departed back for its destination around 10 am after the the engineers rectified the glitch,” the spokesperson said.
In a similar incident, the airline’s New Delhi-bound flight SG 8720 from Bengaluru was diverted to Nagpur after the pilot reported some issue to the ATC and sought a diversion.
“SpiceJet flight SG 8720 operating on Bangalore-Delhi route was diverted to Nagpur due to a technical issue.
Passengers were served refreshments at Nagpur. An alternative aircraft was sent to Nagpur and the passengers have now boarded the flight to Delhi,” the airline said in a statement.
The spokesperson, however, did not share the number of passengers on board the two Boeing 737 planes. @PTI
Metrological Department Predicts Rainfall Till 15th May In Kashmir
The metrological department on Friday has predicted widespread rainfall and thunderstorms in Kashmir during next five days.
The department in its official statement said that Widespread rains and thunderstorm were likely in Kashmir region while rains were expected at scattered and isolated places in Jammu and Ladakh division respectively during the next five days.
With the changes in weather, the temperature will remain maximum and minimum in Srinagar around 23 degree Celsius and 12 degree Celsius respectively.

In Compliance to the directions of High Court of J&K, with regard to the potential threat to human health, the Deputy Commissioner Baramulla has ordered immediate removal of popular trees of female Russian Species across the district. All the revenue officers viz ADC’s, ACR, SDM’s, Tehsildar’s and BFO, Social Forestary have been directed to ensure compliance of the HIigh Court Directions in letter and spiritit. Nodal officers have also been appointed for their respective jurisdictions in this matter.
ADC Sopore has been appointed as Nodal Officer for Tehsil Sopore, Rafiabad, Zaingeer, Bomai, Dangerpora, Watergam, Dangiwacha, Khoie, Rohama, while as ACR Baramulla for Tehsil Baramulla, Wagoora, Kreeri, Narwah. Similarly, SDM Uri to look into Tehsil Uri and Boniyar. SDM Gulmarg appointed as Nodal Officer for Tangmarg, Kunzer and Kawarhama Tehsils, while as SDM Pattan Nodal Officer for Pattan and Singpora Tehsils
The Nodal Officers have been asked to ensure felling/ cutting of female Russian Popular trees through designated committees comprising of the officials of Revenue, Social Forestary, R&B and Irrigation and Flood Control Department. They shall submit their action report twice every week viz. Wednesday and Saturday.
SSP’s of Baramulla and Sopore have also been asked to pass appropriate instructions to concerned SHO’s to provide adequate police protection to the concerned during the removal of female Russian Popular trees in the district whenever required.
For Allegedly Bribing Journalists In Leh Case Filed Against BJP J&K President Ravinder Raina
A case has been filed against the chief of the BJP in Jammu and Kashmir and a legislator in the state after journalists in the mountainous town of Leh alleged that the BJP leaders bribed them last week. The complaint was filed after a local court asked the police to file a case against the two leaders.
Jammu and Kashmir BJP chief Ravinder Raina and legislator Vikram Randhawa have been booked under charges of bribery and undue influence in elections. Both offenses are punishable with up to one-year imprisonment for each offense, NDTV reported.
A probe ordered by the local election officials in Leh has found an initial case of bribery following a complaint by a group of journalists that the BJP leaders offered them cash in envelopes at a press conference on May 2.
The journalists had accused the BJP of “trying to bribe reporters for favorable coverage” to influence the national election.
A widely-shared video clip shows envelopes being given to journalists at a press conference at a hotel in Leh.
In the CCTV clip, Jammu and Kashmir BJP chief Ravinder Raina is seen with journalists and a party legislator, Vikram Randhawa, is seen giving them envelopes to journalists.
The BJP has denied the allegations. The party said the lawmaker was handing out invites to the journalists for Defence Minister Nirmala Sitharaman’s rally in the region. It said it will sue the journalists for defamation.
Rinchen Angmo, one of the journalists, told NDTV that a senior party leader handed over envelopes to four journalists, including her, in front of Raina. The leaders told them its a token of love and asked them not to open the envelopes in the hall, she said.
“When we asked what is in the envelope, they told us not to open it then and that it is a token of love. When I checked, I saw many Rs. 500 notes. I returned it to them. But they refused to take it back. So I kept it on the table,” Angmo said.
The video also shows Angmo leaving her envelope on the table.
The episode triggered reactions from Jammu and Kashmir politicians Mehbooba Mufti and Omar Abdullah who called for action after the video emerged.
J&K Governor Reviews Security Scenario, Killings Of Political Workers To Be Inquired By ADGP Muneer Khan
Governor Satya Pal Malik undertook a detailed review of the security management related issues in a high level meeting at the Raj Bhavan here today and was given a sector-wise assessment of the prevailing security situation in the State.
The meeting was attended by K Vijay Kumar, Advisor to Governor; B.V.R. Subrahmanyam, Chief Secretary; Dilbag Singh, DGP; Umang Narula, Principal Secretary to Governor; Shaleen Kabra, Principal Secretary, Home Department; Muneer Ahmed Khan, ADGP, Security, L&O and Home Guards and S.P. Pani, IGP, Kashmir.
Expressing concern over the killings of political functionaries belonging to various political parties in the State in last few months, Governor stressed the need for ensuring safety of protected persons and advised security agencies to give due consideration to the genuine apprehensions of political activists working at the grass root level. The Governor reiterated the need to constantly maintain a close watch on the ground situation and underlined the importance of sustained efforts to bring peace and harmony in the society for the overall benefit of people.
On the directions of the Governor, the Home Department has ordered that Muneer Ahmad Khan, ADGP, Security/L&O shall conduct an enquiry into all such attacks that have taken place since October, 2018.
“This is with a view to ensuring that all possible measures, general as well as specific, are taken for security of political workers to enable them to continue their political activities, particularly in view of the terrorist attacks on political workers in recent past. He shall submit his report, covering all the relevant aspects, along with appropriate recommendations within 15 days,” said an official spokesman.
Keeping in view the threats issued by militant organisations during the elections to Urban Local Bodies (ULBs) and Panchayats and the heightened risk faced by elected Sarpanches, Municipal Councillors and Mayors/ Presidents, it was decided that in case any of them require safe accommodation, they will be provided a secure room for their stay either at the State or District level. This will come into effect immediately and the Divisional Commissioners and IGs will operationalise this after contacting the Sarpanches and ULB members.
Further, the Governor stated that leaders of different political parties and other organizations may raise their security concerns with the Security Hqrs of J&K Police and the due diligence of threat perception will be carried out by the Intelligence agencies before arriving at a decision on the provision of personal Security to persons with a perceived threat.
Governor also said that he would be inviting the leaders of different political parties to discuss their security concerns and how to address them so as to create a secure political and governance environment for one and all.
