Seeking Abrogation of Art 370 Amounts To Disrespecting Indian Constitution: Eng Rasheed

Reacting to RSS Chief Mohan Bhagwat’s demand of making constitutional amendments for abrogating Article 370 and other related provisions, Awami Ittehad Party Chairperson and MLA Langate Er Rasheed has said that though there is nothing new in what Bhagwat has stated but the demand of demolishing Article 370 is itself an evidence that RSS and like-minded organizations don’t have faith in Indian constitution.

In a statement issued today Rasheed said, “Those who often accuse Kashmiri’s of disrespecting Indian constitution by seeking Right to Self-Determination should understand that if seeking Right to Self-Determination is something outside Indian constitution, then demand to remove Article 370 and 35-A amount to disrespecting Indian Constitution and is an ample proof that people like Mohan Bhagwat don’t have faith in Indian constitution.

“The provisions like 370 and 35-A are temporary because of disputed nature of J&K and if UN resolutions are implemented and J&K becomes India’s integral part through a plebiscite, Article 370, 35-A and other provisions will automatically become null and void.  However people of Jammu & Kashmir are not averse or scared to any discussion on J&K dispute and if government of India invites all stake holders for unconditional talks, let RSS and like-minded organizations of Sang Parivar argue on the table about abrogating all articles granting special status to J&K and Kashmiris should also be allowed to plead their demand of right to self determination,” he said in the statement.

He added: “Whatsoever emerges from a sincere dialogue based on historic facts, logic and argument should be acceptable to all”.

Clashes Erupt in Anantnag Against Fresh Braid Chopping incident

Amid the fresh braid cutting incidents at Anantnag  district of southern Kashmir on Saturday, intense clashes erupted in the adjoining Kulgam district.

Reports said that the latest braid-chopping incident took place in Nihama area of the district at 10 am.

The victim is mother of three children, and is under treatment at Public Health Center Nihama.

The clashes also took place in Lal Chowk area of Anantnag  town against the unabated braid chopping incidents in the district.

Police lobbed several tear-gas shells to disperse the crowd, triggering clashes in the area. The clashes soon spread to other areas of the town including Achabal Adda and old town localities of Reeshi Bazar.

Also, on Friday five more braid cutting incidents were reported in Anantnag  and Budgam districts of Kashmir.

Jammu and Kashmir Bank Recruits 378 Banking Associates

J&K Bank has offered contractual appointments to 378 remaining leftover shortlisted candidates in the cadre of Banking Associates.

The Bank had earlier in the month of March issued its Relationship Executive (RE) selection list of 350 candidates along with 1250 contractual appointment offers to left over shortlisted candidates against available vacancies in Banking Associate cadre. Among the Offered 1250 Banking Associate positions, only 872 candidates joined and remained with the Bank hence leaving 378 vacant positions in the said cadre.

The Board of the Bank had earlier decided not to offer these vacancies to the remaining in order of merit left over shortlisted candidates in the concluded selection process. However Hon’ble CM’s desire in response to the persistent requests to her from these candidates to explore avenues for their deserving induction  keeping in view the unemployment scenario and their long wait for their selection owing to delay in  the process  and the manpower shortage derailing the exigent projects of National Importance like ADHAAR facilitation, GST and Digitization coupled with highly time consuming available alternative of fresh selection process led the Board to review its decision and allowed the Bank to fill the vacancies from the aforesaid leftover shortlisted candidates in order of merit and other necessary criteria followed in the process.

Chairman and CEO, Parvez Ahmed while deliberating on the development expressed his satisfaction on the timely Board approval for filling these vacancies and thanked the members for their wisdom and cooperation in understanding the Banks Manpower Shortage scenario. He further informed that though this timely intake of around 378 qualified young men will augment the Human Capital of the Bank to handle the short term exigent Challenges, yet the under preparation Business Plan of three to five years shall necessitate recruitments in much more numbers. “We are quite hopeful of living right up to the expectations of Educated State youth. We will make regular and most sought after employment offers to them in reasonable numbers and shall continue to remain second largest employer of the State after Government of Jammu and Kashmir with improved intake after every recruitment period”, he said and further reiterated that Empowerment by Employment for our Educated Youth is embedded in the mission of the Bank.

Manzoor Ah Khan (Political Leader Anantnag J&K) in his Press Statement expressed serious concern over the continuous and unfortunate braid- chopping incidents in Kashmir Valley. He said that Persons Involved in such Heinous Crime must be Identified And Put Behind Bars.

Khan said the fear psychosis has been created among the total population in general and women folk in particular, essentially, who are in parity with men and women too have contributed to socio-religious and political developments of the State.

He further said that It is our collective duty to expose and unmask the elements behind the heinous crimes of braid- chopping.

Khan appreciated IGP Kashmir for Announcing reward of three lakh rupees to persons giving actual and credible information regarding Braid Choppers. He said that people must always come forward and support police in identifying the culprits involved in these kinds of heinous crimes.

Expressing serious concern over the continuous incidents of Braid Chopping in South Kashmir and elsewhere in the valley, the J&K Pradesh Congress Committee has strongly condemned the braid chopping and described it as an attempt to create fear psychosis among the people.

Reacting to the Braid Chopping Incidents, Congress General Secretary Hilal Ahmad Shah stated that Braid Copping is a very serious matter and Govt must take measures to contain such shameful activities. He urged upon the Govt to wake up to such shameful activities the fire of which has started engulfing the entire valley.

He described these anti-social activities as an attempt to disturb the peace, tranquility and asked the Govt to take effective measures to ascertain the identity of culprits for severe punishment.

He also questioned the Govt as to why it has not been able to identify the culprits, so far, as result, fresh incidents of Braid Chopping are taking place.

Congress General Secretary expressed apprehensions that situation may deteriorate again in case such shameful and anti -social activities are not stopped, so Govt must take stringent measures to identify the culprits and punish them sternly.

Jammu and Kashmir police on Friday announced a cash reward of Rs 3 lakh for credible information to nab people behind braid chopping incidents.

To speed up the investigation process, Special Investigation Teams (SITs) have also been constituted in every district headquarters of the valley.
“Police Community Group meetings were also held wherein PCPG members were advised to help and assist police in keeping a close vigil regarding braid cutting incidents in their respective areas,” said a spokesman.

“General public is requested to call on the helpline numbers in case of any suspicious movement. The person who will give credible information and assist in nabbing any anti-social element found in such incidents will be rewarded rupees 3 lac by IG Kashmir. The particulars of that person will be kept secret.”
All district SSPs have also been directed to utilize all the resources and men under their command and intensify the joint patrolling with the people of their respective jurisdictions to nab the culprits.

Srinagar Police Arrested A Man, Seized Fake Currency From Him, Destroyed Cannabis Plantation Also

Srinagarpolice said it has arrested a man and seized fake currency from his possession.

Police Station Shaheed Gunj received an information that a man was possessing fake currency and is trying to spend that near Jahangir Chowk.

On this information, a police team headed by SHO Shaheed Gunj Manzoor Ahmad Beigh reached the spot and apprehended him.  He was later identified as Gulzar Ahmad Shah son of Ghulam Mohi-ud-Din Shah resident of Tral Payeen. Fake currency of Rs 29,000 was recovered from his possession.

A case FIR number 75/2017 under section 489 C, 420 RPC was registered and investigation has been taken up.

Meanwhile, police spokesman said, the police’s efforts to eradicate drug menace are continue.

A police party of Police Station Safa Kadal and Police Post Noorbagh headed by Tehsildar Eidgah Shri Qawam-ud-Din, SHO Saffa Kadal Inspector Syed Mubarak and DO Noorbagh Sub Inspector Aijaz Ahmad, under the supervision of SDPO M.R Gunj S.M Shafi destroyed bhung cultivation spread over on 08 kanals of land at Takanwari area.

Few peddlers were found busy in the process of rubbing bhang leaves and obtaining charas, who fled away on spotting police coming to the spot. However, during the chase, one of them was apprehended by the police party. Srinagar police has registered a case and investigation was taken up.

The fake godman allegedly confined the girl illegally for over 8 months and raped her on several occasions.

The Uttar Pradesh police have arrested a self-proclaimed godman, Baba Siya Ram Das, for allegedly raping a teenaged girl repeatedly.

The fake godman allegedly confined the girl illegally for over 8 months and raped her on several occasions. According to the victim, she was raped by other disciples of the fake godman as well.

Cops said that the victim was allegedly sold by her relatives to a female disciple of the baba for Rs 50,000. The victim was initially taken to Lucknow and then to Mishrikh-based ashram where she was raped by him.

According to the victim, Das also filmed an MMS of her and threatened her with dire consequences if she revealed about the happening to anyone. From Mishrikh, she was taken to Agra-based ashram where she was allegedly raped by other men every night during her 8-month stay.

The baba raped her again when she returned to Mishrikh. She, however, got hold of his mobile phone and called the police from the ashram.

Baba Siya Ram Das has also been accused of running a sex racket through a girls’ school owned by him. The victim has alleged that the students of the school were not only raped, but also supplied to politicians and bureaucrats.

The Sitapur police have filed a rape case against the fake godman and initiated a probe into other allegations against him.

The self-proclaimed godman has, however, denied all allegations, and claimed to have never met the victim in the past.

Militants Shot Dead BSF Constable, injure His Brother, Father & Aunt

Suspected militants today evening shot dead a BSF constable on leave at his home, at Hajin area of Bandipora district in north Kashmir.Sources told that a group three to four militants barged into house of Rameez Ahmad Parray, a BSF constable posted at Rajasthan and presently on vacations, at Parray Hajin and thrashed and threatened. The militants then left the house and came back again.

“The militants second time fired upon the BSF constable and his brother Mumtaz,”said the sources, adding that both were critically injured and were referred to hospital but Rameez succumbed.

Sources added that Father and Aunt (Phoophi) of the slain also got injured in the attack.

The trio have been shifted to Sringar for treatment and their condition is stated to be critical.Government forces have cordoned off entire and searches have been launched to nab the attackers.

Bollywood Biopic on Girl Whose Stone-Pelting Photo Went Viral

A biopic will be made on the Kashmiri footballer, Afshan Ashiq who hit headlines in April this year after her photograph hurling a stone at government forces during student protests in the valley went viral on the internet.

Bollywood filmmaker Manish Harishankar, who has directed a number of films including Ajab Prem Ki Ghazab Kahani, has titled the biopic as Hope Solo, mid-day.com reported.

The film, it said, will feature the journey of 21-year-old Afshan, trained at the National Institute of Sports in Patiala in football.

Afsheen is a bachelor’s student at Womens’ College, M A Road Srinagar, and also coaches young girls football.

She was pictured hurling a stone on government forces during student clashes with police on April 24 went viral. Though her face was masked, the popularity of the viral picture caught up with her soon.

Bollywood actresses, Ileana D’Cruz and Athiya Shetty, the report added, have been approached for the role in the film.

“When I met Afshan, she spoke about the struggle she had to face to start playing football in Kashmir. Everyone, including her parents, were against the idea. Ladki hai, football kaise khelegi? She had to fight her parents and the society to realise her dreams. Living in Kashmir, she was bold enough to wear football jerseys with the Indian emblem on them,” mid-day.com quoted Director Harishankar.

The title of the film has been set after American soccer goalkeeper and two-time olympic gold medalist Hope Solo as Afshan terms him as her role model.

“Also, when you see her story, you will realise that Afshan is the only hope of Kashmir and its youth,” he was further quoted in the report.

Harsihankar has termed that he hopes to spread a strong message about women empowerment by making this film.

The locals of Chimmer village of Noorabad in Damhal Hinjipora on Wednesday said that they caught a braid chopper in the area who was attempting to chop the braid of women.

They alleged that as soon as the braid chopper was caught hold off, and people started assembling, the contingents of army came in rushing and incessantly fired in the air and took the braid chopper along.

Last reports pouring in from the village said that the locals are protesting against the local police for their inability to intervene and take action.

“It is evident that army is behind the braid chopping in the area and despite that the local police, it seems, is helpless in catching the culprits,” local sources said.

They said that the army rather than taking him along should have handed him over to the local police. “But they rather took him along to the nearby camp.”

149 Indian Prisoners in Sharjah To Be Released Soon

A total of 149 Indians serving prison terms for minor and financial offences in Sharjah will be released following the amnesty declared here by the Emirate’s visiting ruler Sultan Bin Mohammed Al- Quasimi.

The announcement came in response to a request by Kerala Chief Minister Pinarayi Vijayan seeking the release of Keralites who had completed three years of their jail term in Sharjah.

According to a joint communique issued by the Sharjah and Kerala governments, those facing punishment for minor offences and financial misappropriation would be given pardon as per the general amnesty.

Al-Quasimi was honoured with an honorary D.lit Degree from Calicut University at a function held at Raj Bhavan here.

Governor Justice (retd) P Sathasivam conferred the degree.

Sharjah also agreed to open an institution of higher learning for Arabic studies and research and set up a chain of skill development centres for imparting training to those seeking jobs in the Gulf region.

“This was announced by Al-Quasimi during his one-to-one meeting with Vijayan”, the communique said.

Sharjah has also accepted in-principle the state’s proposal for giving international driving licence to those who seeking jobs in the Emirate, the release said.

A joint committee consisting top officials of Sharjah and Kerala would be set up to work out an action plan to implement projects agreed to by both sides.

The Kerala government also offered land for construction of a permanent building for the UAE consulate in the state capital.

The Sharjah Family City project, cultural centre and International Education Complex to be set up by Kerala in Sharjah were some of the other projects under the active consideration of the Sharjah government, the release said.

Later, giving a lecture, Al-Quasimi hailed the harmony among the people of Kerala and wanted them to preserve it.

“I saw a dance yesterday. I was very happy to see three sects of people dancing together with love. I hope that will remain always,” he said.

Al-Quasimi, who reached here on September 24 on a five- day visit to the state, promised he would be back within a year to celebrate the fulfilling of promises he had made.

The ruler met the chief minister at his official residence in the morning. He also met the council of ministers yesterday and discussed various issues pertaining to Kerala and Sharjah.

King of Saudi Arabia Salman Issues Decree Allowing Women To Drive in Saudi Arabia

Saudi Arabia on Tuesday said it would allow women to drive in the Kingdom, in the latest move in a string of social and economic reforms underway in the country.

King Salman issued the decree, according to a royal court statement carried by the Saudi Press Agency (SPA).

“The royal decree will implement the provisions of traffic regulations, including the issuance of driving licenses for men and women alike,” the SPA said.

The decree orders the formation of a ministerial body to give advice on the practicalities of the edict within 30 days and to ensure the full implementation of the order by June 2018.

The move was announced on television and also by the Saudi Ministry of Foreign Affairs. “Saudi Arabia allows women to drive,” the ministry confirmed on Twitter.

The decree referred to the “negative effects of not allowing women to drive vehicles, and the positive effects envisaged from allowing them to do so” within the context of Islamic laws.

The ban is considered a social issue in the Kingdom, as there is no actual law or religious edict that prohibits it.

For years, the topic has been the center of extensive debate in government, media and social circles.

‘Huge step’

Saudi Arabia’s ambassador to the US, Prince Khaled bin Salman, described the decision of allowing women to drive as a “huge step.”

“It’s not just a social change, it’s part of economic reform,” he said. “Our leadership believes this is the right time to do this change because in Saudi Arabia, we have a young, dynamic open society.”

The ambassador said women will not need to get permission from legal guardians to get a license.

Furthermore, if a woman has a driver’s license in another Gulf Cooperation Council (GCC) country, she’s allowed to drive in Saudi Arabia, he said.

Health and Medical Education Department Has 3,225 Vacant Posts In Jammu and Kashmir

The Health and Medical Education department has 3,225 posts lying vacant, including 400 gazetted and 2,825 non-gazetted positions.

As per official records, the rural healthcare sector has a shortage of nearly 46 per cent specialist doctors, including surgeons, physicians, pediatricians and gynecologists, in the Community Health Centres (CHCs).

Figures released by the Union Ministry of Health and Family Welfare says that the state lacks 154 specialist doctors in Community Health centres in the rural areas against the sanctioned strength of 344 doctors. Only 190 doctors with different specialization are in position against the sanctioned strength.

The data also shows the total surgeon vacancies in the CHCs of the state are 41 against the sanctioned 89. Out of 61 sanctioned strength 17 posts of pediatricians lies vacant in rural health institutions.

Out of 107 posts of physicians, there are only 45 doctors in position, while the remaining 62 still lies vacant in the CHCs in rural areas.

As per the data, 87 posts of gynecologists sanctioned for the CHCs in rural areas against which 34 posts stand vacant.

Director Health Services, Kashmir, Dr Saleem- ur- Rehaman, said the department has referred the vacant posts to J&KPSC and JKSSB.

“We are well aware of the vacancies and we have referred the posts to JKPSC and JKSSB. The appointment of posts in health department will definitely take place,” he said.

Earlier, the government submitted in the State High Court—in a Public Interest Litigation—that 3604 posts of paramedics are lying vacant in J&K. Of these, 1623 vacancies are in Jammu division and 1262 in Kashmir, it was stated.

It was also acknowledged before the court that as many as 375 posts of Class IV employees are lying vacant in the health sector.

In addition to the posts in non-gazetted sector, the government, in June 2016 stated in State Assembly that 401 posts of doctors are vacant in J&K Health Services. Of these 122 vacancies were open in Health Services Kashmir, while in Health Services Jammu, 279 vacancies of doctors existed.

Simultaneously, 14 posts of lecturer are vacant in GMC Srinagar, as per information submitted by government in reply to a question in the State Assembly.

In January 2017, Minister of Health and Medical Education said 1653 posts of doctors are vacant in the Health department.

Recently the Annual Employment and Unemployment Survey Report, released by the Labour Bureau under Union Ministry of Labor and Employment, revealed that J&K was having the highest unemployment rate (10 per cent) in entire north India.

At present, the number of unemployed youths registered in various district employments and counselling centres is 6.01 lakh, as per the report.

In a very significant achievement for Police and security forces,  Ab. Qayoom Najar @ Jasahib @ Ishfaq S/O Ab. Rashid Najar R/O Mumkak Sopore who has been active in terrorism since year 1999 has got killed today in an encounter near Zorawar Post of Lachiproa Uri.

The militantt who had exflitrated to Pak in 2015 was returning back to  take command of Hizbul Mujahideen.
The killed commander was despatched by United Jehad Council Commander Syed Salah u din to revive  the Hizb ul Mujahideen whose commanders of North Kashmir Pervaiz Wani @ Mubashir  of South Kashmir and Yasin Yatoo  got killed recently.

His return was also necessitated because of  wiping out of HM from North Kashmir.
The killed militant was involved  in dozens of  killings of  civilians, Police and Security forces.

He baptized in militancy after killing of  then HM  Chief Commander  Ab. Majid Dar who had entered into dialogue process  with Government of India in year 2000.
The killed militant was also involved in number of IED blasts carried out  by HM in North Kashmir in Sopore, Pattan, Handwara and Baramulla.

He briefly fell out with HM/Hurriyat leadership in 2015 when he orchestrated multiple attacks on mobile towers and killing of some civilians  affiliated with Hurriyat.
He was recalled to base camp in Muzaffarabad,POK  to sort out the differences.

Jammu & Kashmir government is likely to order transfer and posting of top rank Police officers soon.

Highly placed sources in Police Administration told us the officers of the rank of ADGP, IGP and DIG are likely to be transferred soon.

Sources told us that few DIGs, who are posted at important ranges have been promoted to IGPs , couple of monts ago and their new postings  as IGPs are due, which will in turn lead to shifting of other IGPs

Similarly with Promotions of ADGPs as DGP, the leftover ADGPs are likely to be shifted from one place to another , keeping the importance of vacant posts in mind.

Once the Promotee IGPs will get their postings, few DIG rank officers will be shifted to fill up vacanices of important postings.

A mini pick up cab bearing registration No JK06-4383 rolled down into deep gorge on Tuesday at Malhori near Khelani in Doda district resulting into the death of one person.

Reports said that the deceased was the driver of the vehicle and has been identified as Ab Qayoom.

Police said that the body of deceased 28 years old Qayoom, a resident of Bagwah was later shifted to DH Doda where he succumbed.

Minor Kashmiri Girl ‘Kidnapped’ on July 18 Yet To Be Traced, Family Protests

A Pulwama family on Tuesday claimed that their Class 7 daughter is missing for last two months and local police has failed to trace their daughter.

Muhammad Yousuf Bhat, the father of the girl said that her Class 7 daughter was kidnapped by Bashir Chopan of Muqam Chadoora on July 18 this year and since then she is untraceable.

“She had gone to fetch flour but was kidnapped by Bashir Chopan with the help of his few associates,” Bhat alleged.

He said a formal FIR stands registered against the culprits at police station Kakapora, however, the main accused is still at large. “After police failure, the Chief Judcial Magistrate Pulwama Javaid Aalam directed SSP Pulwama to constitute a five member Special Investigating Team headed by a Dy SP. The SIT has been constituted but the case is yet to be cracked,” he said.

A police official said that they have got some leads and the culprit will be arrested soon.
